- Page 1 of 1 COMBINED SYNOPSIS / SOLICITATION VA246-17-Q-0837 Medical Gases and Gas Cylinder Rental for VA Richmond Medical Center This is a combined synopsis/solicitation, written under the authority of FAR part 13.5, for commercial items, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested, and a written solicitation will not be issued. Quotes shall reference VA246-17-Q-0837. This Request for Quote (RFQ) document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The Network Contracting Office 6 - SAO East intends to award a firm-fixed-price REQUIREMENTS contract for the delivery of Medical Gases and Rental Gas Cylinders to the VA Hunter Holmes McGuire Medical Center in Richmond, Virginia. This procurement is being conducted under FAR subpart 13.5 simplified acquisition procedures for certain commercial items and FAR 12.603 for Streamlined Solicitation of Commercial Items. The North American Industrial Classification System (NAICS) code for this procurement is 325120 with a small business size standard of 1,000 employees. This solicitation is 100% set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSBs). All offerors must be registered in the System for Award Management (SAM) at https://www.sam.gov to be considered for an award of a federal contract. The record must be complete and not missing elements such as representations and certifications. Questions concerning this solicitation shall be addressed to Daniel Spaulding, Contract Specialist, and e-mailed to daniel.spaulding@va.gov. Any amendments to this RFQ will ONLY be available on the Federal Business Opportunities website (www.fbo.gov). DUE DATE: The Government will award a contract resulting from this RFQ to the responsible offeror whose quote is the best value to the Government. Quotes are due by 05:00 PM Eastern Standard time on Friday, 28 April 2017. Quotes received after this date and time will be considered late in accordance with 52.212-1(f) and will not be evaluated. Quotes shall be submitted via e-mail to daniel.spaulding@va.gov. QUESTIONS: All questions shall be submitted to Daniel Spaulding, Contract Specialist. The due date for all questions is Monday, 24 April 2017, 05:00PM EST. SITE VISIT: A pre-proposal site-visit will be held on Friday, 21 April 2017, between the hours of 07:30AM EST and 10:30AM EST. Potential offerors shall contact the Contract Specialist, via email, to schedule a specific timeframe within that window, in advance of that date. Potential offerors attending the site visit shall use common courtesy when walking through the hospital, with respect to hospital operations and medical staff. Potential offerors who attend the site-visit shall send no more than two representatives. All questions shall be held for later submission to the contract specialist, Daniel Spaulding, at daniel.spaulding@va.gov. The on-site (facility) point of contact for the site visit is, Karen Eldridge-Reed, 804.675.5000 X4083, Karen.Eldridge-Reed@va.gov.
