Description
DESCRIPTION: This project is for is for the renovation to three existing hangars, known as buildings numbered 129, 417, and 418. Each building has separate project requirements, but all work is consolidated under one contract. The project is located at the Pittsburgh Air Reserve Station (ARS) in Coraopolis, Pennsylvania. BUILDING 129: This project consists of partial renovation of approximately 11,200 sf space of an existing hangar. The project will create spaces to support a new C-17 Training System (TS) and will accommodate the training of pilots, co-pilots, loadmasters, and maintenance engine run technicians for the C-17 Weapons System. The flight simulator space includes a full motion pilot simulator bay, fixed aft-view loadmaster station simulator, computer room, uninterruptible power supply, simulator maintenance and parts, instructor work space, classroom, briefing rooms, storage rooms, security storage space, break room, restrooms and administration. In addition, the project will remove the existing hangar bay doors and replace it with a new enclosure wall; renovate existing spaces; add new functional spaces; bring additional electrical service to the facility; and add HVAC for the new spaces.. BUILDING 417: This project consists of renovation of approximately 49,732 sf in an existing hangar. This project will renovate the entire hangar bay to serve as C-17 aircraft maintenance backshops. It will accommodate machine, welding, corrosion control, composite, and sheet metal fabrication shops. New workshops with required offices, and storage rooms will be constructed. In addition, the renovation will include utilities, lighting, telecommunications, and fire detection/suppression systems for all renovated areas. BUILDING 418: This project consists of renovation of approximately 24,290 sf in an existing hangar. This project will renovate the entire hangar bay to serve the Aircraft Maintenance Unit (AMU). New office, shop, storage, and support spaces will be constructed in the existing hangar bay. Existing spaces in the east and west wings will be renovated to create a Maintenance Operation Center (MOC) and other group offices; conference rooms; training rooms, and support spaces. Project will provide appropriate utilities, lighting, communications support, and fire detection/suppression systems to all renovated areas. The solicitation will contain several Options. The Options will include items such as non-MILCON funded equipment. The furniture package; including standard systems furniture, freestanding furniture, and demountable partitions walls; will be funded, procured, and installed separately from the construction contract. However, the construction contractor will be responsible for the final IT and electrical connections. The contract duration is estimated at 360 days. TYPE OF CONTRACT AND NAICS: The RFP will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 236220 - Commercial and Institutional Building Construction. TYPE OF SET-ASIDE: This acquisition will be a Full and Open competitive procurement with 10% HUBZone price evaluation. Size Limitation $36.5M. SELECTION PROCESS: The proposals will be evaluated using a Best Value Trade-Off source selection process. Proposals will be evaluated using a staggered method in which the Past Performance and Management Plan proposals will be submitted prior to completion of the facility design, with the Small Business Participation Plan, Subcontracting Plan, and Price and Pro Forma proposals being submitted after the final design is issued via an amendment. All evaluation factors, other than cost or price, when combined, are approximately equal to cost or price. See Section 00112 of the solicitation, when issued, for additional information regarding the selection process. DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussions should it be deemed in the Government's best interest. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $10,000,000 and $25,000,000 in accordance with DFARS 236.204. ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or about 1 May 2017 and approximate closing date is on or about 31 May 2017. It is anticipated that the request for price proposal will be issued on or about 1 June 2017. Actual dates and times will be identified in the solicitation. Responses to this synopsis are not required. SITE VISIT: It is anticipated that the site visit will be held in mid to late May 2017. Details regarding the site visit will be issued with the solicitation. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. To download the solicitation for this project, contractors are required to register at the Federal Business Opportunities website at http://www.fbo.gov. Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation. REGISTRATIONS: Offerers shall have and shall maintain an active registration in the following database: System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
