- First Article Requirements Transportation Data RDS Pricing Matrix A009 IUID Marking Activity and Verification Report A008 Item Unique Identification (IUID) Marking Plan A007 Counterfeit Prevention Plan (CPP) A006 Contractors Progress, Status, and Management A005 Product Drawings/Models and Associated Lists A004 Test Plan A003 Record of Meeting Minutes Report A002 Engineering Change Proposal (ECP) A001 Service Engineering Report (SER) RFP SPRWA1-17-R-0018 HAMAAR Report Template Packaging Requirements Cross Reference Matrix Quality Assurance This requirement will be solicited as a full and open competitive effort in order to procure First Articles as well as Production spares for the Cockpit Television Video System (CTVS) for use on the AN/AXQ-16. This effort will include testing and qualification of First Articles for the CTVS. The CTVS (NSN: 5821-01-204-3672, PN: 1291ML1) consist of three subassemblies; Sensor Head (5821-01- 231-6118, PN: 1291B25), Adapter Assembly (NSN: 5821-01-125-3828, PN: 1291D13) and Electronic Unit (NSN: 5998-01-093-4630, PN: 1291C1) all of which interfaces with aircraft equipment to produce views that may be recorded for playback on the ground or displayed elsewhere in the aircraft. The Period of Performance for the entire effort will be 5 years including the First Articles CTVS deliveries within 3 months/90 calendar days of contract award followed by CTVS production units after approval of First Articles. The CTVS shall be designed and manufactured to meet the requirements IAW performance specification document 16ZE915A and drawing 16VE915 with associated part numbers and drawing list. The North American Industry Classification System (NAICS) code for this project is 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing); the Small Business Size Standard in number of employees is 1250. This project will be solicited as a full and open competition with the intent to award a five year, firm-fixed-price, indefinite delivery indefinite quantity (IDIQ) contract. Offerors shall prepare their proposals in accordance with the mandatory, explicit, and detailed instructions contained in the RFP provision "Instructions to Offerors." The Government will utilize the "Lowest Price Technically Acceptable (LPTA)" evaluation methodology for source selection procedures among those offerors whose technical proposals are acceptable, and will evaluate proposals and award in accordance with the "Evaluation Basis for Award" provision in the RFP. Based upon market research, the Government is using the policies contained in FAR Part 12, Acquisition of Commercial Items, in the anticipated solicitation for the described effort. The formal solicitation will be made available electronically on FedBizOps with an anticipated closing date to be 30 calendar days from the date of RFP release. The complete solicitation package, which includes the specifications, will be made available without charge only through the FedBizOpps website at https://www.fbo.gov/. Anyone wishing to participate in this proposed procurement must obtain their copy from the internet. Copies will not be mailed from the Contracting Office. All amendments will be posted on FedBizOpps. Offerors will be solely responsible for obtaining amendments from this site to keep updated. Interested vendors must follow the steps identified below in order to receive a copy of the technical data. It is requested that all data requests be submitted as soon as possible after this posting. The Government does not anticipate granting RFP extensions due to data requests being submitted after the RFP has been released. •· Specification Control Drawing No. 16VE915 •· Development Specification No. 16ZE915A •11. Interested vendors shall submit a request for explicit access to the data via the link available on this synopsis within FBO. •22. Interested vendors shall submit an approved copy of their DD Form 2345 via email to the Contracting Officer, Charles Massey at Charles.Massey.3@us.af.mil. Request the vendor include a notification that an explicit access request has been made within the email containing the approved copy of the DD Form 2345. Please be advised that sending an unapproved DD Form 2345 to the Contracting Officer will not result in the DD Form 2345 being approved. Specific instructions for obtaining an approved DD Form 2345 from Defense Logistics Information Service (DLIS) is located on the DD Form 2345. Additionally, if an interested vendor already has an approved DD Form 2345 on file, a copy of this approved DD Form 2345 is all that is needed; a separate DD Form 2345 for this requirement is not required. 3. After an approved copy of the DD Form 2345 is submitted to the Contracting Officer, and has been reviewed by the program office, the explicit access request will be either approved or disapproved. Should the request the disapproved, the reason(s) for disapproval shall be provided. Request for Proposal (RFP) SPRWA1-17-R-0018 will be attached to this synopsis/solicitation.
