- Synopsis The US Army Contracting Command - Aberdeen Proving Ground (ACC-APG) has been asked to solicit for an award on a Sole Source basis to Johns Hopkins University Applied Physics Lab (JHU/APL) for the procurement of providing engineering and sustainment support to maintain operational readiness of the Tactical Operational (TACOP) (LIDAR) sensing capability integrated on the TACOP Quick Reaction Capability (QRC) as well as the Enhanced Medium Altitude Reconnaissance and Surveillance System (EMARSS) Program of Record (POR). The TACOP sensor system is a highly integrated and will provide critical trusted technical leadership of performance and field testing and evaluation, vendor hardware/software upgrades, system troubleshooting, engineering analyses, vendor direction and technology insertion. The Government intends to procure this effort in accordance with the 10 U.S.C. § 2304c (b)(3) and FAR 6.302-3(1a)(2)(ii), Industrial mobilization; engineering, developmental, or research capability; or expert services, to John Hopkins University (JHU) Applied Physics Lab (APL) 11100 Johns Hopkins Rd, Laurel, MD 20723. JHU/APL is selected under the University Affiliated Research Center (UARC) criteria, so as to maintain essential capabilities and advancements in research and development solutions, to support the US Army Special Operations Command as a long term, strategic provider of engineering or developmental work specifically practiced at this University. The scientific and technical nature of the requirements aligns with UARC's technical and specialized research capabilities. The contract will leverage JHU/APL's expertise across the spectrum of its UARC core competencies, with respect to the specific areas required in this contract This effort is intended to be issued as a Cost-Plus-Fixed-Fee (CPFF) Term and Cost No Fee contract of one (1) base year and four (4) option years.
