- Request for Information The ALQ-131 Forward Deep Cover Assemblies and Aft Deep Cover Assemblies CAUTION: The Government is conducting market research to identify potential sources that possess the repair data, expertise, capabilities, and experience to meet qualification requirements to repair the ALQ-131 Forward Deep Cover Assemblies and Aft Deep Cover Assemblies. The level of security clearance and amount of foreign participation in this requirement has not been determined. The RMC/RMSC for these items is R3/R. Repair, for the second or subsequent time, directly from the actual manufacturer. The Government does not own the data or the rights to the data needed to contract repair of this part from additional sources. It has been determined to be uneconomical to buy the data or rights to the data. It is uneconomical to reverse engineer the part. This code is used when the Government did not initially purchase the data and/or rights. Performance and design requirements contained in the United States Air Force's drawing 782R789 and 782R788 Latest Rev are incomplete. Samples are not available for a potential supplier to evaluate. Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor's facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts. Being the original source and only qualified repair source/manufacturer, Kitsap Composites retains additional performance and design parameters and engineering knowledge of their proprietary composite material that makes up the item. The only qualified manufacturer and repair source for these specific NSNs, Kitsap Composites Inc. (former Omohundro Company) CAGE 33747, retains the technical data rights and drawings and data rights to these items. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. INSTRUCTIONS: 1. The document below contains a description of the ALQ-131 Forward Deep Cover Assemblies and Aft Deep Cover Assemblies requirement and a Contractor Capability Survey. The attached drawings are Government owned and are limited top level drawings. The Survey allows Contractors to provide their company's capability. 2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the Government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) a. Identify any areas of work that your organization believes should be broken out exclusively for Small Business. 3. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged. 4. The ALQ-131 Forward Deep Cover Assemblies and Aft Deep Cover Assemblies PURPOSE/DESCRIPTION The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to repair the ALQ-131 components listed in the table below: NOUN NSN P/N Forward Deep Cover Assemblies 5340-01-522-0546EW 774R230G01 5340-01-281-4184EW 766R544G01 5340-01-413-8311EW 782R788G01 5340-01-413-8305EW 782R786G01 5340-01-216-4656EW 754R787G01 Aft Deep Cover Assemblies 5340-01-281-8470EW 766R546G01 5340-01-413-9275EW 782R789G01 This requirement is for repair services. The anticipated repair services strategy is a five year contract with five annual ordering periods and will continue through FY22. The projected Best Estimated Quantities (BEQ) for the Forward Deep Cover Assemblies is a total combination of 20 of any of the above listed NSNs. The projected BEQs for the Aft Deep Cover Assemblies is a total combination of 15 of any of the above listed NSNs. The ALQ-131 Electronic Attack Pod is carried externally on host aircraft, F-16 and A-10, during combat sorties and training missions. Upon detection of ‘unfriendly' radar signals, the Pod determines and employs an effective countermeasure to protect the aircraft against successful attack. The Pod is attached to the centerline under the fuselage of the F-16 aircraft and is subject to wind buffeting, to mechanical and acoustical vibration, mechanical shock, temperature extremes, fuel & hydraulic fluid intrusion, and sometimes impact with tarmac and concrete surfaces. The external surfaces of the Pod provide protection from these elements but are themselves subject to high speed impact of airborne debris, insects, birds, sand, etc. as well as foreign objects and debris picked up from the runway.
