- The U.S. Army Contracting Command - Warren (ACC-WRN) in Warren, Michigan is planning to solicit and award a new contract in support of the Diminishing Manufacturing Sources and Material Shortages (DMSMS) Program, which addresses the sustainment problems that occur when older vehicle components and repair parts are no longer available from their original source(s), but the Army does not own a Technical Data Package (TDP) suitable for competitive procurement. The proposed new acquisition would succeed predecessor contract W56HZV-14-C-0270, which was awarded to Automation Alley of Troy, MI. This notice represents a market survey, conducted to help ACC-WRN determine what potential sources exist in the marketplace that can satisfy the requirements listed below Under the planned new contract (as under the current contract), individual task orders would be issued and funded to address topics such as addressing resolutions of single point failures, obsolescence, sustainment, non-availability, and the reduction of total ownership costs for equipment on military ground-vehicle platforms, as well as other TACOM/TARDEC Life Cycle Management Command (LCMC) equipment. Support may be provided to other government agencies and customer organizations throughout the U.S. Department of Defense (DoD). New work efforts for the follow-on contract may continue projects initiated under the prior contract, but also are expected to include new projects or work efforts. Performance under the proposed new contract is expected to involve the reverse engineering of various categories of component parts and assemblies for older ground vehicles in various classes (to include, for example, electrical components, hydraulic components, mechanical components, electronic components); and may also include the delivery of limited production quantities of automotive components or items where supplies on hand are deemed to be in critically short supply. The proposed new contract will have an anticipated five year period of performance with an approximate estimated total value of up to $13,500,000.00.
