- Amendment 2 to Previous RFP Amendment 1 to Previous RFP RFP for previous professional support services requirement The purpose of this posting is to provide potential offerors the opportunity to meet with staff from the Department of Health and Human Services (HHS)/Office of the Assistant Secretary for Preparedness and Response (ASPR)/Biomedical Advanced Research and Development Authority (BARDA) and the Office of Acquisition Management Contracts and Grants (AMCG) to brief their capability prior to the potential release of the BARDA Advanced Staffing Support Request for Proposal (RFP). Proposed offerors may present in person at ASPR's Washington DC Office, 200 C Street, S.W., Washington, DC 20024-2801. Opportunities to present will be scheduled on May 9th and 10th, 2017. Potential offerors will be allowed 15 minutes to present their capabilities to handle a complex, professional staffing requirement for experts in the medical, scientific, and technical fields. There will be a 5 minute question and answer session following presentations. A copy of the previous solicitation is attached and should be used as a reference for the previous capabilities in support of the potential requirement the Government anticipates. Offerors who are unable to provide scientific experts need not respond. No specific information about the upcoming proposed RFP will be discussed. Further, the government will limit its communication to clarifications about the presentations to the extent that any ambiguities exist. The government will not offer any feedback on the presentations. This event is intended to be the follow-on to previous opportunities provided to offerors following BARDA Industry Days which were held on October 18-20, 2016. Therefore, it is unnecessary for any offerors who already met with ASPR regarding this requirement to make a second briefing. Additionally, the potential upcoming RFP will be a total set-aside for small businesses; therefore large businesses need not respond to this posting. The Government anticipates a competitive process for the upcoming potential effort. However, not presenting will not preclude potential offerors from submitting a proposal for any potential resulting RFP. Potential offerors should contact Caleb Owen, Contract Specialist at caleb.owen@hhs.gov ASAP, but no later than 12 PM EST on April 24, 2017. Offerors who are unable to attend these events may also submit their capabilities via email. This synopsis is published for information purposes only. No solicitation document will be issued as a result of this notice. No telephone calls will be accepted. No award will be based on any offer or proposal received in response to this notice. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. The capability statement and any other information furnished must be in writing. This notice is not a Request for Proposal or solicitation, nor does it restrict the Government as to the ultimate acquisition approach. This notice is not a commitment from the Government. The Government will not reimburse any bid or proposal costs as a result of this notice. However, any proposed future solicitation that will be open to competition will be subsequently issued on FedBizOpps or GSA in order to permit firms to respond.
