Description
NAVFAC Atlantic is seeking to identify ALL (both other than small and small business) companies with the capacity, experience and interest in competing for an Indefinite Delivery Indefinite Quantity type, performance-based contract to provide Professional Services to support the Navy ™s Public Works Business Line for work predominantly within the Naval Facilities Engineering Commands (NAVFAC) Atlantic Area of Responsibility (AOR) with a concentration of work within the Continental United States, the Caribbean, Europe, Africa, and South Western Asia. Task orders may also be issued from time to time in support of NAVFAC Pacific to include Hawaii, Guam, and the Far East. Should a solicitation develop upon completion of market research, it is anticipated that it would consist of a base period and 4 option years. The base period of performance for this contract may be less than 12 months. The anticipated aggregate total of work to be issued over the life of the contract via task order shall not exceed the estimated maximum amount of $45 million. The NAICS code for this procurement is NAICS 541330, Engineering Services with a small business size standard classification of $15,000,000. Note that although the selected NAICS is 541330, the planned solicitation will NOT result in award of an Architect-Engineer type contract using procedures in FAR Part 36. The planned solicitation is anticipated to utilize source selection procedures as outlined in FAR Part 15. NAVFAC Atlantic is searching the marketplace for companies that are capable of providing professional services which includes provision of all labor, management, supervision, tools, materials, and all equipment necessary to perform the services listed below. The primary tasks anticipated under this contract include support of Public Works Business Line Products and Services supporting naval facilities (buildings, structures, utilities, energy and water and energy efficiency improvements). The intent of this contract is to utilize professional services to support routine operations, inventory and logistics management, to assist in updating current asset records, and to improve processes and efficiencies within the Public Works Business Line. The scope of operations, inventory and logistics management includes, but is not limited to providing reports and studies, manuals and other written documentation, conducting field surveys, inspections, testing, commissioning/re-commissioning, inventory assessments, system analyses, productivity analyses, business case analyses, supply chain management support (including logistic analyses), developing initiatives, developing and/or performing processes improvements, preparing training manuals and delivering training, researching and recommending tools and processes to increase the overall efficiencies, cost control studies and management of Public Works assets.
