B-52 RMP INDUSTRY DAY AFLCMC Fighters and Bombers Directorate Development and Integration Division (B-52) Wright-Patterson Air Force Base, Ohio 1.0 Description 1.1 Air Force Global Strike Command, Bomber Requirements Division (AFGSC/A5B) and Air Force Life Cycle Management Center, Fighters and Bombers Directorate, B-52 Systems Division, Development Systems Management Office (AFLCMC/WWB) is hosting an Industry Day on 16-17 May 2017 at Barksdale Air Force Base, Louisiana. This is a follow up event to the previous Industry Day held on 28 Nov-1 Dec 2016. 1.2 THIS IS AN INDUSTRY DAY ONLY. This event does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This event does not commit the U.S. Government to contract for any supply or service whatsoever. Furthermore, the Air Force is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this event; all costs associated with responding to this event will be solely at the interested party's expense. Not responding to this event does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential responders to monitor this site for additional information pertaining to this requirement. 2.0 Background 2.1 The AN/APQ-166 Strategic Radar system currently installed on the B-52H fleet was originally fielded in the 1950s, last upgraded to its present configuration in the early 1980s, and is approaching the end of its useful life. The B-52 Radar Modernization Program (RMP) will replace the AN/APQ-166 radar installed on the B-52H with a fully supportable system that maintains all current B-52H mission functions, incorporates the additional capabilities of ground moving target indicator/moving target track, surface target search/surface target track and electronic protection, and provides a growth path for new and enhanced capabilities. 2.2 Planned Production: Initial production radar kit deliveries and installation are anticipated to begin in FY23 and continue until all B-52 aircraft have been retrofitted. Production radar kit installations will be limited to an average of 17 available aircraft in any given year. 3.0 Information for Radar Suppliers 3.1 AFGSC/A5B and AFLCMC/WWB is seeking additional information and feedback from the candidate radar suppliers. This will include the opportunity for candidate radar suppliers to participate in a B-52H aircraft tour along with one-to-one sessions to gain feedback and comments on the following: 3.1.1 Draft B-52 Radar Modernization Program (RMP) Capabilities Development Document (CDD) radar key performance parameters/systems attributes (using provided MS Excel Comments Resolution Matrix) 3.1.2 Additional questions on B-52 RMP CDD and candidate radar technical integration. 3.2 The draft B-52 RMP CDD, Comments Resolution Matrix, and additional questions (paragraphs 3.1.1 and 3.1.2) will be provided by classified SIPRNET e-mail or Fedex mail. Please provide the following if you do not have access to a SIPRNET account and whether you require classified hardcopy or CD/DVD mailings: POC for the Data: Security POC: CAGE Code: Facility Clearance: Address to Receive Classified: 4.0 Responses and Document Submittals Important Actions Dates : Attendees list by 19 April 2017 per paragraph 4.1 Document submittals by 10 May 2017 per paragraph 4.2 4.1 Responders interested in participating in the Industry Day should provide an attendees listing to the Primary and/or Secondary POCs not later than 19 April 2017. Additionally, please provide a point of contact along with the preferred method (SIPRNET or Fedex) for sending and receiving Industry Day supporting information per paragraph 3.2 instructions. 4.2 Candidate radar suppliers should respond to requested information in paragraphs 3.1 and 3.2 using the following data files: one (1) MS Office 2010-compatible PowerPoint presentation and MS Excel B-52 RMP CDD Comments Matrix. Documents may be submitted up to the SECRET clearance at any time on or before 4:00 pm eastern standard time on 10 May 2017 to the Primary and Secondary POCs listed below. Before submitting responses, please contact the POCs listed below to ensure all appropriate security procedures are being followed. Do not use password protection on submitted documents. Be advised that no submissions will be returned. 4.2.1 All classified information delivered is required to be in compliance with the National Industrial Security Program Operating Manual (NISPOM) DoD 5220-22-M requirements. Please deliver classified documents via one (1) soft copy on CD or DVD. Classified information MUST BE CLEARLY MARKED. 4.2.1.1 In the event any feedback and comments require a higher level of classification, please contact one of the POCs listed below to work details of the submittal. 4.2.2 If applicable, Unclassified FOUO/proprietary or International Traffic in Arms Regulation (ITAR) supporting documents may also be submitted (if applicable) via the Army Aviation and Missile Research, Development and Engineering (AMRDEC) SAFE Access File Exchange at https://safe.amrdec.army.mil/safe/ Instructions are on the website. Send your submittals to the Primary and Secondary POCs listed below by the 10 May 2017 deadline. 4.2.3 If it is necessary to mail Unclassified FOUO/proprietary/ITAR supporting documents, please include one (1) soft copy on CD or DVD. Proprietary information, if any, should be kept to a minimum, and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary or classified information as much as practicable. 5.0 Industry Day Discussions & Clearance Submittals Important Action Dates : JPAS Submittals for Industry Day discussions on 19 April 2017 per paragraph 5.1.1 JPAS Submittal for B-52 Tour on 19 April 2017 per paragraph 5.1.2 5.1 The Industry Day will be held at the Eubank Conference Center, 555 Davis Ave W, Barksdale, AFB 71110 on 16-17 May 2017. The schedule for the Industry Day is as follows: 16 May 2017: 0730 - 0800 Check-in - Eubanks Conference Center 0800 - 0830 B-52 RMP Update - B-52 Systems Program Office 0830 - 1030 B-52 RMP CDD Overview - AFGSC/A5B 1030 - 1200 Lunch 1200 - 1330 Aircraft Tour #1 (Meet at Eubanks) 1345 - 1515 Aircraft Tour #2 (Meet at Eubanks) 1530 - 1700 Aircraft Tour #3 (Meet at Eubanks) 17 May 2017: 0900 - 1100 Candidate Radar Supplier 1-on-1 (Meet at Eubanks) 1100 - 1230 Lunch 1230 - 1430 Candidate Radar Supplier 1-on-1 (Meet at Eubanks) 1430 - 1500 Break 1500 - 1700 Candidate Radar Supplier 1-on-1 (Meet at Eubanks) 5.1.1 Attendees must be U.S. citizens and possess a minimum Secret clearance for classified discussions. Submit visits request via JPAS to SMO code BBGSF1WN6, POC: Mr. J.D. Hunsicker, (318) 456-7827. All attendees must present a government issued photo identification on the day of the event. 5.1.2 The B-52 aircraft tour will require a second submission with minimum SECRET security clearance. Submit visit requests via JPAS to SMO code BBGSFGBL6, POC: SMSgt Wesley Clark, (318) 456-3086 not later than 19 April 2017 (due to required lead time for aircraft tour). Please note: no personal electronic devices will be permitted during the aircraft tour. 5.1.3 Anyone requiring a visitors pass for access to Barksdale AFB should meet at the West Gate (off of Barksdale Blvd) between 0700 and 0715 to be signed in by a Government representative. 5.2 Please note Advisory and Assistance Services contractors are being used to support the Industry Day. All have non-disclosure agreements (NDAs) in place as part of their contracts with the government. 5.3 Questions regarding this announcement shall be submitted by e-mail to the below POCs.
