Description
This is a Small business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources:(2) whether there are small businesses, HUBZONE small businesses, service disabled veteran-owned small businesses or (8a) small businesses, veteran- owned small business, woman-owned small businesses or small disadvantaged businesses veteran owned small businesses; woman owned businesses, or small disadvantaged businesses and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable code should not submit a response to this notice. Background Information The National Institutes of Health (NIH) is the nation's foremost federally funded biomedical research institution. It is comprised of twenty-seven Institutes, Centers and Divisions. The Warren G. Magnuson Clinical Center is the on-site 267-bed hospital for the NIH campus comprised of clinical, laboratory and administrative staff who support the Institutes as they conduct clinical research working with inpatients and outpatients participating in research studies at the NIH. The Department of Peri-Operative Medicine (DPM) provides surgical services support for patients enrolled in the experimental protocols of several Institutes. The Department of Peri-Operative Medicine Services provides support for several research protocols that demand surgical interventions. Many of these surgical interventions can produce physical deformities that require reconstructive interventions. The Clinical Center has a critical need to establish a contract for a plastic surgeon to provide such services. Purpose/Duties The purpose of this notice is to obtain information of a plastic surgeon to perform surgery as required due to the procedures and surgeries performed by NIH physicians. The plastic surgeon contractor will be responsible, in concert with the primary consult surgeon, to consult with patients, perform pre-surgical evaluation, surgical plastic surgery procedures, and post operative follow up. The selected vendor will perform all services onsite and work at the direction of the attending NIH surgeon. Examples of cases performed at the Clinical Center include, but are not limited to: Adjacent tissue transfer, scalp; subcutaneous mastectomy; reduction mammoplasty; implant reconstruction; NAC reconstruction; Latissimus reconstruction; TRAM; capsulectomy. QUALIFICATIONS • Graduate from an accredited medical school • Licensed in a state, territory or commonwealth of the United States or District of Columbia, with board certification/eligibility in Plastic Surgery. • Complete a minimum of three years of training in general surgery in an ACGME-accredited residency program (Accreditation Council for Graduate Medical Education) • Complete a minimum of two years of training in plastic surgery in an ACGME-accredited residency program CONTRACTOR DOCUMENTATION The contractor must provide the following documentation prior to reporting to work at the Clinical Center • The contractor will provide personal medical liability insurance at the standard $1 million per claim/$3M aggregate. • Current License and proof of validation with American Board of Plastic Surgery • Recent health screening (PPD, Hepatitis B Titer, Chicken POX Hx and MMR)Terberculosis,Varicelal,Influenza,and Tetanus, Diphtheria, Pertusis SCOPE OF WORK The contractor shall indemnify the Government for any liability producing act or omission by the contractor during the contract performance. Contractors shall not be considered at any time employee of the Federal Government for any purpose. Variable surgical caseload precludes the NIH from establishing a set schedule, however for scope purposes it is estimated 15 procedures of various degrees of complexities will be performed during the initial 12 months. The contractor shall comply with all hospital policies and requirements established by the Joint Commission on the Accreditation of Healthcare Organizations. Period of performance :Base Year with Four Option Year Renewels Hours: Hours of work are Monday through Friday, 7:00 a.m. through 3:30 p.m., exclusive of Federal holidays Location: National Institutes of Health Clinical Center, Building 10 Department of Perioperative Medicine Bldg 10, Room 2C539 10 Center Drive, MSC 1512 Bethesda, MD 20892 AVAILABILITY OF SERVICES Provide professional plastic surgery services at the NIH Clinical Center upon the request of the attending NIH surgeon. The surgery will be scheduled at a mutually agreed upon time by all parties involved. All coordination of cases will be the responsibility of the attending NIH surgeon. All current standard operating procedures for scheduling of cases within DPM will remain in effect. Services shall be conducted within the designated operating suites and clinics in the NIH Clinical Center. NIH shall provide and maintain all equipment and supplies necessary for the contractor to carry out the services as specified herein. Medical drugs and supplies required for patient use will be supplied by the NIH Capability Statement is to include: Information regarding respondents; (a) staff expertise, including their availability, experience and informal and other training; (b) current in-house capability to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts; references, and other related information: • Respondents, DUNS number, organization name, address, point of contract, and size and type of business (e.g.8(a), HUBZone, etc) pursuant to the applicable NAICS code; • Respondents; technical and administrative points of contract including names, titles addresses, telephone and fax numbers and email addresses; DISCLAIMER AND IMPORTANT NOTICES: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After review of the responses received, a pre-solicitation synopsis and solicitation maybe published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a future solicitation.
