SOLICITATION : The solicitation was issued (on March 27, 2017), please see files on the right side of screen or click packages tab above. Any questions pertaining to this solicitation should be submitted via the attached PPI form. Purpose: The synopsis is issued to provide a notice to the public to the public information to be performed in support of the Indian Health Services (IHS). IHS is seeking a qualified Custom Computer Programming Services to furnish this professional service at location: Indian Health Services Headquarters, 5600 Fishers Lane, Rockville, Maryland 20857, United States. Authority: IHS (Division of Engineering Services (DES)) is issuing this synopsis in accordance with FAR Part 5.204 Pre-solicitation Notices. Description: The proposed contract listed here is a 100 percent set aside for Women Owned Small Business concerns. The Government will only accept offers from this small business concerns. All other firms are deemed ineligible to submit offers. This is a new procurement. It does not replace an existing contract. No prior contract information exists. A Sources Sought was issued on August 17, 2016 in order to conduct Market Research. This is the Pre-solicitation notice. The Solicitation will be available on or around March 27, 2017, on www.fbo.gov. under the number 16-102-SOL-00028. This is not a solicitation announcement for proposals, and no contract will be awarded as a result of this notice or any follow-up information requests. In order to protect the procurement integrity of any future procurement, if any, that may arise from this notice, information regarding the technical point of contact will not be given and no appointments for presentation will be made. The anticipated work includes, but not limited to: Background/Overall: Indian Health Services at Rockville, Maryland provides provide management and technical assistance on the IHS Health Facilities Data System (HFDS) and other data systems used by the Division of Facilities Operations (DFO). The Procured Developer will be keeping these systems operational, improving and enhancing the systems as needed and will act as a liaison between the existing web developer contractor and DFO and in addition, provide technical support to end users, which include data analysis and management reporting. The Scope of Work for this proposed service requires master level knowledge and proficiencies in a ColdFusion Web Application (ColdFusion 11 front-end, SQL Server 201208 back-end) as well as a client-server database application (Microsoft Access GUI front-end and a Microsoft SQL Server 201208 database backend). The Senior Specialty Software Developer will act as a liaison between the Division of Facilities Operations (DFO) and the Web Developer Contractors for all web application maintenance and enhancement requests. Additionally, they will be directly responsible for all development, maintenance and enhancements of the headquarters client server version of the HFDS. There are over 150 Tables, 200 Views, 400 Forms and Sub-Forms, 350 Reports and Sub-Reports. Almost all forms and some reports take advantage of Microsoft Access Visual Basic Scripting. The database supports Federal Financial Accounting Standard 6 and audit requirements; and Federal asset management initiatives promulgated by the Federal Real Property Council through the implementation of Executive Order 13327, Federal Real Property Asset Management. The estimated cost range of this requirement is between $500,000.00 & $1,000,000.00 Important Notice: It should be clearly understood that this Pre-Solicitation notice is not an award or commitment by the Government. The offeror is further advised that funding may not become available. If funds are not available, no award will be made. The offeror will not be reimbursed for any/all effort or submission preparation costs. The North American Industry Classification System (NAICS) Code is 541511: Custom Computer Programming Services, with a Small Business Size Standard of $27.5 million. Competitive Acquisition: In pursuant of FAR 19.1503, the solicitation will utilize source selection procedures FAR 15.304. Contract Type: Indian Health Service intends to award a Firm Fixed Price (FFP) Professional, Scientific and Technical Services Contract in support of this requirement. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. Period of Performance: The Period of Performance will be one base year with four subsequent annual option years. Offeror’s are advised that registration in the Systems for Award Management (SAM) database is required prior to award of a contract. Failure to register in the SAM database may render your firm ineligible for award. For more information, check the SAM Website at http://www.sam.gov. Completion of the electronic annual representations and certifications are also mandatory prior to the award of a contract.
