Draft Performance Work Statement SOURCES SOUGHT TECHNICAL DESCRIPTION FOR SERVICES "Offsite Painting of APS2 Vehicles" INTRODUCTION The 414th Contracting Support Brigade - Sub Office Livorno, on behalf of the 405th Army Field Support Brigade - Africa, is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for Offsite Painting of APS2 Vehicles. The intention is to procure these services on a competitive basis THE GOVERNMENT'S INTENT IS TO BETTER UNDERSTAND VENDOR CAPABILITIES AND TO DEVELOP A PROCUREMENT STRATEGY. BASED ON THE INFORMATION GATHERED FROM THIS MARKET RESEARCH THE STRAGETY MAY BE FOR EITHER FULL AND OPEN COMPETITION, SMALL BISNESS SET-ASIDE OR MAY LIMIT COMPETITION UNDER FAR 6.302-1 OR FAR 13.106(B). IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMMATION PERTAINING TO THIS REQUIREMENT." PROGRAM BACKGROUND The 405th Army Field Support Brigade - Africa, the requiring activity, is a Depot Level maintenance activity located at Leghorn Army Depot in Livorno, Italy. The unit's requirement is to repaint up to 419 APS2 vehicles by applying MIL DTL 64159B TY II - Chemical Agent Resistant Coating, ALIPHATIC POLYURETHANE WATER REDUCIBLE, TY II, thereafter referred to as CARC. REQUIRED CAPABILITIES The Contractor shall provide services to include transportation application of MIL DTL 64159B TY II - CARC (Chemical Agent Resistant Coating) to APS2 vehicles located at Camp Darby Livorno, Leghorn Army Depot area, AFSBn-Africa. The work includes: 1. Preparation for painting, to include masking, brushing, grinding etc. as required. 2. Procurement and application CARC paint in the following colors: -Green 383, 34094 -Brown 383, 30051 -Black, 37030 3. Transportation of all the equipment/vehicles, with the exception of the models M1000 and M1070, to and from the offsite paint facility and Leghorn Army Depot. Further detail is provided in the draft Performance Work Statement (PWS) attached to this announcement (Attachment 1). If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. SPECIAL REQUIREMENTS: 1. The contractor shall supply CARC paint from a vendor approved through the Qualified Products List (QPL) process maintained by the Army Research Laboratory, US Army Research, Development and Engineering Command; 2. Due to physical security/safety needs, the limitations imposed by the Italian Police proving escorts and the necessity to convoy oversized vehicles that cannot otherwise be transported, the contractor's facility shall be located within 10 miles (16 Km) from Leghorn Army Deport. 3. Vendor shall comply with all Italian labor, environmental and safety laws and requirements. ELIGIBILITY The applicable NAICS code for this requirement is 811121, Automotive Body, Paint, and Interior Repair and Maintenance. The Product Service Code is J023. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. Offerors are reminded that to be awarded a government contract you MUST possess a DUNS (Dun & Bradstreet; phone: 02-28-455-379) and NCAGE (www.dlis.dla.mil/Forms/Form_AC135.asp) numbers and be registered in SAM (https://www.sam.gov/portal/public/SAM/). In addition, five attachments consisting of briefing slides, pre-printed commercial brochures or sales literature may be included. All documents must be in Microsoft Office 2003 (or later) format or Adobe PDF format and should be free of all computer viruses. Submissions will not be returned. Responses must be received no later than 12:00 p.m. (GMT+01:00, Rome) 1 May 2017 and be in compliance with all applicable Army, Department of Defense and Federal policies. The estimated period of performance consists of one base year plus one option period with performance commencing in June 2017. The contract type is anticipated to be an IDIQ with Firm-Fixed Prices for each vehicle type.
