Description
Synopsis Synopsis The US Army Contracting Command - Warren (ACC-WRN) anticipates soliciting a requirement for the development of the Common Robotic System (Individual) (CRS(I)). CRS(I) is a robotic system made up of a mobility platform, payloads, and an Operator Control Unit (OCU). CRS(I) will operate in all types of missions to detect, identify, and counter hazards by providing a common chassis (platform) for multiple mission payloads. CRS(I) is transportable via a backpack by Warfighters conducting dismounted operations. CRS(I) will have multiple payload variants: a base payload to perform standoff reconnaissance; a standard payload adds manipulator arm, illumination, advanced Intelligence, Surveillance, and Reconnaissance (ISR) camera with a tether to control the CRS(I) when radio frequency control is compromised; an Engineer/Explosive Ordnance Disposal (EOD) payload that includes a scraper for remote access to concealed mines; and a Chemical Biological Radiation Nuclear (CBRN) payload that adds to the engineer capability. The CRS(I) OCU will provide both the ability to control the CRS(I) mobility platform including payloads and the ability to control other battalion and below unmanned systems. The Government anticipates that the competitive solicitation will result in the award of up to two IDIQ contracts that will be a hybrid Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) contract type. EMD1 and EMD2 will consist of CPFF, and LRIP and FRP will be on a FFP basis. The full period of performance is estimated to be 96 months broken out as follows: EMD1 (Period of Performance (POP): 18 months) - Includes Prototype building, design review, and system testing. EMD2 (POP: 18 months) - Includes prototype building, and testing LRIP (POP: 24 months) - LRIP of an estimated 325 systems, and testing FRP (POP: 36 months) - FRP of up to 3,258 systems The above quantities are estimates only and may change in the final solicitation. The minimum guaranteed quantity for each IDIQ is expected to be the EMD1 portion of the contract. CRS(I) units will be Inspection and Acceptance at Origin, and FOB Destination. Contractors should not contact the Government seeking the solicitation. It is anticipated to be released in May 2017. Draft portions of the solicitation are currently available under FedBizOps (fbo.gov) posting W56HZV-16-R-CRSI. Disclaimer: This is a Pre-Solicitation Synopsis and is NOT a request for competitive proposals or a solicitation of offers. The Government does not intend to award a contract on the basis of the information contained in this posting or information received as a result of this posting. The contents of any future formal Request for Proposal (RFP) takes precedence over anything contained herein. Parties interested in this requirement should only respond to direct Requests for Information and the Request for Proposal, once released. The anticipated proposal number is W56HZV-17-R-0065. Note: The subsequent solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list. It is therefore incumbent upon any interested parties to periodically access the website in order to obtain any amendments which may be issued. Address all inquiries regarding this effort to the CRS(I) mailbox at usarmy.detroit.acc.mbx.wrn-crsi@mail.mil
