Description
1. General: This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) has been tasked to solicit a contract for the Fall Creek Fish Facility Pipe Lining. NO SOLICITATION IS CURRENTLY AVAILABLE. The official Synopsis citing the solicitation number will be issued on Federal Business Opportunities, www.fbo.gov, at a later date. The purpose of this Sources Sought is to gain knowledge of interest, capabilities, and qualifications of various members of the industry, to include the Small Business Community. Small Businesses, Small Disadvantaged Businesses (including 8(a) firms), Historically Underutilized Business Zone (HUBZone) Businesses, Veteran Owned Small Businesses (VOSB), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and Woman Owned Small Businesses (WOSB) (including Economically Disadvantaged Women-Owned Small Businesses (EDWOSB)) are highly encouraged to respond. Contract Information: CENWP expects to solicit a contract for the pipe lining of three steel pipes located at the Fall Creek Reservoir. The proposed project will be a competitive, firm-fixed price (FFP) contract. Responses to this Sources Sought announcement will be used by the Government to support and make acquisition strategy decisions, including, if appropriate, a small business set-aside decision. 3. Project Description: CENWP requires the lining of pipes for the Fall Creek Fish Facility located at Fall Creek Dam in Lane County, Oregon. The Fall Creek Fish Facility serves primarily as a "trap-and-haul" for release of adult fish into habitat upstream of Fall Creek. Work will include inspecting, cleaning, and lining the water supply pipes to provide reliable water flow and temperature for fish collection, handling, sorting, and transferring of wild fish. There are three different pipes that require lining in this project. The diameter of the pipes are 30", 24", and 18", respectively. Each pipe is approximately 1,100 linear feet in length. Approximately two-thirds of the length of each pipe is fully enclosed in concrete, and the remaining approximately one-third is fully enclosed in structural fill. All three pipes have limited access through knife gate valves. The pipes contain reverse curves with vertical sections and transitions. The estimated Magnitude of Construction for this project is between $1,000,000 and $5,000,000. Contractor Qualifications: CENWP seeks information from contractors regarding their experience and capabilities to perform the work required to complete this pipe lining project. With respect to past experience, responses to this Sources Sought Notice should include a demonstration through references, project lists, or reports, that your company possesses experience completing projects that required: 1. Inspecting and cleaning carbon steel pipe; and 2. Installing pipe lining in a carbon steel pipe with a diameter ranging from 12" to 36". With respect to capabilities, responses to this Sources Sought Notice should include answers to the following questions: 1. What type of product does your company use to line pipes? 2. Does your company have the ability to line pipes that have bends and reducers? 3. Does your company have the ability to line pipes that are 1,100 linear feet in length without intermediate access points? 4. What methodology does your company use for lining the pipe? 5. Submission Instructions: Responses to this Sources Sought Notice must be submitted electronically (via email) SUBJECT: W9127N-17-R-0069 Fall Creek Fish Facility Pipe Lining. Please send to Ryan S. Shoemaker, Contract Specialist, at Ryan.S.Shoemaker2@usace.army.mil in either Microsoft Word or Adobe Portable Document Format by 4:00 pm Pacific Daylight Time Tuesday, May 2, 2017. An acknowledgement will be sent to verify receipt. A response to this Sources Sought Notice shall be limited to ten (10) pages and shall include the following information: a. The company's name, address, point of contact, phone number, email address, CAGE and DUNS number, and the Construction Bonding Level per contract. b. The company's small business category (i.e., Small Business, Small Disadvantaged, 8(a) firm, Historically Underutilized Business Zone (HUBZone), Woman Owned Small Business(WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), or Service-Disabled Veteran-Owned Small Business (SDVOSB)) and business size. c. Relevant information on the company's experience and capabilities as it pertains to the proposed work outlined in the Project Description and the Contractor Qualifications found in Paragraph 4. d. Information regarding a minimum of one project similar in size, scope, and complexity to this project, including a brief description of the project, customer name, timeliness of performance, contract number, customer satisfaction, and the dollar value. The Government may verify information in CPARS or PPIRS. 6. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought Notice or any follow-up information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted. After a review of the responses a solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. All interested companies must be registered in the System for Award Management (SAM) at https://www.sam.gov and remain current for the duration of the contract to be eligible for award of a Government contract.
