Description
NASA/GRC has a requirement for NASA Safety Center (NSC) support which includes: • Assist with the decommissioning of the NSC Knowledge Now (NSCKN) software from the government-owned servers located in the NASA-Glenn Research Center data center; • Support uninterrupted access to and use of Knowledge Now software throughout the entirety of the decommissioning process. Provide reports and data as requested, including (but not limited to) reports and data related to the NSCKN Community of Practices, users, and storage capacity; • Respond to questions and inquiries related to the NSCKN system's features and capabilities; • Provide available technical and user manuals and instructions; • Deploy security patches and bug-fixes as needed to ensure that the NSCKN system remains compliant with all Government, and NASA-specific, requirements; and • Ensure the NSCKN system is functioning properly with prompt troubleshooting, de-bugging, and resolution of all issues identified by NSCKN users through the NASA Safety Center Help Desk. NASA/GRC intends to purchase this support from Triune Group. Support is estimated to be 40 hours per month. Expected Period of Performance is May 2, 2017, through September 30, 2017. Triune Group is the only known source for the Knowledge Now software. No other type of community of practice software is compatible with the NASA Safety Center's needs. No other vendor can provide the required services to support Knowledge Now within our requested period of performance of five (5) months (5/2017 - 9/2017). Triune Groups' unique capabilities/experience dates back to 1999 when they developed the software, and they possess unique systems development and support capabilities for the Knowledge Now software. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 2, 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
