- Building 29 13.8 kv Feed Removal Sources Sought Project Number 689-17-2-4940 Page 1 of 4 17 April 2017 THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This IS NOT a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool being utilized to determine the availability and adequacy of potential Small Business sources with the capabilities and experience to perform the required work briefly outlined below. This announcement is seeking information regarding contractors who qualify as Small Business. The Government is not obligated to and will not pay for information received as a result of this announcement. Requests for a solicitation will not receive a response. The West Haven Veterans Administration Contracting Office is conducting market research and is seeking sources for 13.8 kv Electrical Feed removal from Building 29. Brief description of requirements are provided below. No other information will be made available by the Government at this time. The NAICS code for this procurement is 237130. The small Business Size Standard for the subject NAICS, is $36,500,000.00. Required work will take place at Building 29 on the West Haven VAMC, 950 Campbell Ave, West Haven, Connecticut. It will be the contractor's responsibility to provide all the management, supervision, labor, equipment and supplies necessary for completing the required electrical feed removal work. If you are interested in participating with this project, please provide a capabilities package which includes the following information. Duns and Bradstreet number List of 3 projects completed for the US Federal Government completed within the last 5 years A short statement regarding your business' expertise and experience on projects similar in scope and total project cost. Indicate any and all applicable small business representation(s) (Small Business, 8(a), HUBZone Small Business, Service-Disabled Veteran-Owned Small Business, etc). Indicate if your business meets the small business size standard for NAICS 237130. Contact information. Including email addresses, phone numbers and FAX number Indicate your intent to bid on a subsequent solicitation. All information submitted is subject to verification. Additional information may be requested to substantiate responses. Interested firms should submit their information to Alfred Barrie at alfred.barrie@va.gov Electronic submissions will be the only accepted submissions. Your submission should be no longer than 15 pages. Responses are due by 2:00pm Eastern Daylight-Saving Time, 27 April 2017 All information must be submitted in sufficient detail for a decision to be made on the availability of interested SDVOSB or VOSB concerns. Failure to submit all information requested will result in a contractor not being considered as an interested SDVOSB or VOSB concern. If adequate interest is not received from SDVOSB or VOSB concerns by 11 calendar days from the date of this notice, this action will not be set-aside for SDVOSB or VOSB firms and other small business concerns will be considered. SDVOSB or VOSB firms must be verified by the Center for Veteran Enterprises (CVE) under NAICS 237130 Purpose of this notice Determine if there are qualified SDVOSBs, VOSBs, and Small Businesses that have the experience within a hospital environment for this type of Design Build work requirement and if such firms are interested in this procurement. Responders are solely responsible for all expenses associated with responding to this notice. SCOPE OF WORK FO R Building 29 13.8k Feed Removal Background As part of the West Haven Traffic Control Improvement project, the 4-way intersection (Lamson Road by building 15) on the VA Medical Center campus in West Haven, the intersection will be modified. Building 29, which houses two decommissioned generators, is in the way of the project and shall be demolished beforehand. In order to do that, the live electrical feeders shall be safely disconnected and removed. The VA wants to take advantage of the scheduled campus wide electrical shutdown on May 29th, 2017 (Memorial Day) to perform this work. Scope Provide all licensed services necessary to safely terminate, remove, and dispose existing 13.8kV electrical feeder in between building 29 and manhole #5 (as labeled in the shop drawing Attachment A included with this statement of work) in the West Haven VA Medical Center campus. This main feeder appears to travel through manhole #8 after leaving building 29 and heads west to manhole #5 via a concrete duct bank. Electrical shutdown shall be performed by the VA. Contractors shall execute proper LOTO procedure. Deliverables At the completion of the project, the 13.8kV feeder shall be removed from building 29 to manhole #5 and power is restored to the rest of the network. The VA will verify. The removed feeder shall be disposed or recycled properly by the contractor. If the disposals are recycled, then a manifest shall be submitted to the VA within 7 calendar days. Applicable Directives NFPA 70 NEC VA Master Specifications - http://www.cfm.va.gov/TIL/spec.asp#26 Notes All work shall be performed on May 29th, 2017 (Memorial Day 2017) between the hours of 6am to 6pm (to be coordinated with the electrical shutdown time). Work areas applicable to this project have been tested for Asbestos and Lead and both came back negative. Contractor shall follow all on-site rules as identified in the attached Safety Pamphlet (Attachment B). Working in the manhole and underground is considered working in confined space. Contractor shall obtain confined space permit from a safety representative in building 15A on May 26, 2017 between the hours of 8am to 3pm. All contractors entering site shall sign in on the contractor s log book located in building 15 front desk and get a temporary badge unless he/she already processes a PIV badge.
