- Draft PWS Request for Information: Sources Sought to provide Support Services for the DHA Manpower and Organization Division RFI Number: HT0011-17-RFI-0029 Classification Code: R - Professional, Administrative, and Management Support Services NAICS Code: 541611 - Administrative Management and General Management Consulting Services Primary Point of Contact: Stephanie Marsh, Contract Specialist, Stephanie.l.marsh6.civ@mail.mil, 703-681-4958 Secondary Point of Contact: Robert Leblanc, Contract Specialist, Robert.e.leblanc6.civ@mail.mil, 703-681-1790 DESCRIPTION: Defense Health Agency (DHA) Request for Information (RFI) Professional, Administrative, and Management Support Services Contract Operations - Falls Church (CO-FC). 1.0 PURPOSE: This RFI is issued by the Defense Health Agency (DHA), Contract Operations - Falls Church to conduct market research on the small business industry's capabilities to perform a range of services associated with the DHA Manpower & Organization (M&O) Division. 2.0 BACKGROUND: The Defense Health Agency (DHA) requires a vendor to provide professional manpower management, organizational design, and management engineering support services in the following three major task areas (as specified in the Draft PWS): Manpower Studies, Manpower Planning and Programming, and Manpower Data Management as required under the DoD Planning, Programming, Budgeting, and Execution System (PPBES). See the following link for further information: https://dap.dau.mil/aphome/ppbe/Pages/Default.aspx 3.0 SCOPE: See the Draft Performance Work Statement (PWS) attached. 4.0 General Information: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. i. This RFI is issued solely for market research information and planning purposes ‐ it does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. The Government is only accepting responses from small business contractors. For the purpose of this RFI, no large business submissions will be accepted. ii. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. iii. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. iv. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. v. All costs associated with responding to this RFI will be solely at the interested vendor's expense. vi. Not responding to this RFI does not preclude participation in any future Request for Proposal (RFP), if any is issued. a) North American Industrial Classification (NAICS): 541611. b) The Page limit for responses is 20 pages or less. (Page count shall include cover page, title pages, and table of contents). c) RFI will be posted for a period of seven (7) days minimum. d) Place of Performance ‐ See Draft PWS. e) Please provide your business size and status (8a, Small Business, Women Owned, Hub Zone, etc.). If your business has a GSA Schedule, GWAC, etc. If your business is an 8a, please provide your cognizant small business office and small business representative's info. F) Please provide your business name, primary contact information, Cage Code, DUNS Number, and if your business holds a GSA Schedule, GWAC, etc. please provide those contract numbers and details. 5.0 HOW TO RESPOND: The formal closing date/time for RFI response submissions is Wednesday, April 26, 2017 at 10 a.m. Eastern. Files exceeding this threshold must be submitted over multiple Email messages, and be identified as "Email #x of #y". 6.0 RESPONDENT INFORMATION: The response to this RFI should include the vendor's current capabilities and its potential solutions. Please specifically address the following requests/questions: Introduction: This requirement is for an organization to bring a highly developed and skilled team to successfully accomplish the mission as defined by the following organization requirements. 1. Manpower Studies: Describe your experience with the following manpower studies functions: A. Specifically management engineering principles and the ability to apply these techniques for identifying overhead manpower requirements in a DoD, Government, or Civilian staff environment. B. Development of hierarchical organization charts structures that adhere to DoD, Government, or an organization's manpower and organization policies. 2. Manpower Planning and Programming Describe your experience with the following manpower planning and programming functions: A. Including the areas of developing planning and programming documents, coordinating with multiple agency representatives, preparing presentations and briefings, and coordinating with personnel and leadership at all levels of an organization. B. Development and coordination of Memoranda of Agreement (MOAs) with an organization's Resource Management and the concerned organizations and Services. C. Annual identification and distribution of available authorizations to an organization's directorates and special staff functions; including the establishment of control numbers, development of planning and programming guidance, development of an analytical framework for accumulating results and producing a briefing ready for review with expectation of the Director's approval. 3. Manpower Data Management Describe you experience with the following manpower data management functions or similar functions: A. Maintenance of a Manpower Data Management Document including the use of Oracle PeopleSoft applications with an Oracle database, the Fourth Estate Manpower Tracking System (FMTS), Excel, the Defense Medical Human Resources System internet (DMHRSi) databases and development of reports utilizing Access and SQL. B. Manpower Data Changes Management, Data Quality Management to ensure quality control process and procedures are followed, requests for special study requests from leadership within the department or Congress, and development of miscellaneous reports such as FAIR Act Inventory of Inherently Governmental and Commercial Activities, Defense Manpower Requirements Report, DHA Program Objectives Memorandum, Budget Estimate Submission, Health Medical Personnel Distribution. This notice is not a Request for Proposals (RFP). This is a Request for Information (RFI).
