- THIS IS A SOURCES SOUGHT NOTICE FOR a total Small Business Set-Aside. This notice is for planning purposes only and does not obligate the government to award a contract or otherwise pay for the information provided in a response. The government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any interested party should ensure that their response is appropriate, detailed, and concise in order to allow the government to determine the contractor's qualification to perform the work. Responses to this notice will not be considered adequate responses to a solicitation. THE GOVERNMENT WILL NOT PAY FOR ANY EFFORT EXPENDED OR ANY MATERIAL PROVIDED IN REPSONSE TO THIS ANNOUNCMENT, NOR WILL THE GOVERNMENT RETURN ANY DATA PROVIDED. 1. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research only to make appropriate acquisition decisions and to gain knowledge of Small Businesses interested and capable of performing the work. 2. The NAICS for this requirement is 541840 Media Representatives 3. Interested and capable Contractors should respond to this notice not later than 12:00 PM EST on Friday, April 28, 2017 by providing the following via email only to Joyce Merrill at joyce.l.merrill.mil@mail.mil. (a) Company Name (b) Address (c) Point of contact (d) Phone, fax, and email of primary point of contact (e) Commercial and Entity Code (CAGE) and Data Universal Numbering System (DUNS) number (f) Business size (g) A capability statement that addresses the organization's qualifications and ability to perform as a contractor specifically for the work described. (h) Provide specific examples of the Contractor's relevant experience providing the same or similar supplies/services to that described. Include contract number and amount and point of contact information for the customer/recipient of the work performed. (i) Information regarding any plans for Joint Venturing (JV), or partnering to meet the requirements of the technical requirements. Provide information on how you would envision your company's area of expertise and those of any JV/partner would be combined to meet the specific requirements contained in this announcement. 4. No telephone inquiries will be accepted. The Government does not commit to providing a response to any comments or questions. No basis for a claim against the Government shall arise as a result of this announcement. 5. Any anticipated contract type is firm fixed price. 6. Proposed period of performance is: Base Year: 26 September 2017 - 25 September 2018 Option Year 1: 26 September 2018 - 25 September 2019 Option Year 2: 26 September 2019 - 25 September 2020 7. Place of Performance: Green Mountain Armory, 789 Vermont Army National Guard Road, Colchester, VT 05446-3099. But services may be required at various locations throughout the state of Vermont. 8. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. 9. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. 10. The purpose of this requirement is for contractor support to The State Family Program Office to provide media services for the benefit of Vermont veterans and their families. Media specialist will utilize and manage all media outlets and platforms to educate and build awareness of the veteran services Family Programs offers to our military families. 11. Qualifications : 1. Spec i al Q ua lifi ca ti on s : Possession of additional Army / Air National Guard experience that demonstrates the individual is a subject matter expert in the field or area of consultation and has broad knowledge and skills to perform the work of the position described is highly desirable. 2. Education and Experience: Highly desired Bachelor's Degree in Marketing, Advertising, Public Relations, Communications, or 5 years practical experience required by the Task Order as well as demonstrated capability in program /project coordination applications. 3. Demonstrate strong leadership and consensus building skills; marketing management and strategic planning experience; a proven track record in developing and administering a marketing program. 4. Demonstrated ability to multitask, analytical/logical thinking and ability to problem-solve, as well as ability to manage projects with minimal oversight. This position requires strong business, marketing and strategic thinking skills as well as the ability to drive seamless execution across a large organization. The role also requires exceptionally strong presence, communication and writing skills. The ideal candidate is a resourceful leader who can work with a team in a dynamic organization while also driving multiple projects on his/her own. 5. Skilled in oral and written communication to convey information, explain issues to management, individuals and/or groups to accept a position or recommendations and accomplish objectives with which they might initially disagree or are hesitant to accept. 6. In order to successfully meet the performance objective of this task order, the Contractor should possess the following knowledge skills: a. Computer operation skills using MS Word, Excel, Power Point, Data Base, Macromedia Dream Weaver, In Design and all Adobe Creative Suite Applications. b. Web-based language including HTML, Javascript, JQuery and CSS highly desirable c. A self-starter, highly organized, and able to work well with military members at all levels in the organization d. Polished presentation and interpersonal skills e. Top level marketing management and facilitation skills S p ec i f i c Tasks: 1. B a si c Se r v i ces. The following technical specifications are provided to demonstrate the task environment in which the service will be delivered. The following specifications are not directives on how the services are to be provided but an example of what will be required to successfully support the order objective. The contractor is encouraged to surpass the minimal technical specifications as well as demonstrate technical, operational, and administrative expertise to support the customer in exceeding organizational and departmental objectives. All plans information developed, reports and programs shall be reviewed and approved by the SFPD or designated Government Official prior to release / use. Core work hours are from 0700 to 1700 Monday - Friday. 2. Technical Specifications: The following technical specifications are provided to demonstrate the task environment in which the services will be delivered. The following specifications are not directives on how the services are to be provided but an example of what is required to successfully support the task order objective. The contractor is encouraged to surpass the minimal technical specifications as well as demonstrate technical, operational, and administrative expertise to support the customer in exceeding organizational and departmental objectives. This service shall provide direct coordination and liaison services with the State Family Program Director (SFPD), VTNG leadership located at Joint Forces Headquarters (JFHQ), Unit Commanders and the community as appropriate to execute marketing plans to reach targets from brand awareness to service promotion. 3. Develop Media/Marketing Strategies: a. Develop marketing plans that will reach our target audience; analyze market segments to place resources in best possible locations. Strategies that will increase the overall visibility of all social networking platforms. b. Promote brand awareness of available Family Program veteran services through the use of traditional media outlets as well as social media platforms. c. Apprise the SFPD of available marketing strategies outputs to execute marketing initiatives; assist in content development and optimization to reach target audiences. d. Support and facilitate the implementation and progress of Family Program marketing plans/ initiatives. e. Create, develop, and employ custom graphic design elements to be used on all social media platforms that Family Programs manages. 4. Development, implementation, and maintenance of Social Media outlets: a. Maintenance and improvements to Family Program website as needed to ensure soundness and functionality. Colors and imagery to reflect Family Program brand and interface needs to encourage visitors to take a desired action. b. Plan, create, and execute the monthly Family Program newsletter with collaboration from all veteran/military support services within and without VTNG. 5. Conduct Program Analysis and Maintain Production Results: a. Collect and analyze metric data derived from official databases and various published studies and reports to analyze market trends to use as a basis for proposing future advertising and marketing strategies and initiatives. b. Prepare Marketing and Advertising plan reports, graphs, charts; manage databases, reports and maintain records depicting current and future Marketing and Advertising planning goals/objectives. c. Evaluate Family Program's marketing program performance against stated goals by compiling, organizing, and analyzing data and assisting in the development of trend analysis, return on investment (ROI). d. Coordinate with Family Program staff to obtain feedback on advertising and marketing programs from field NCOICs. Solicitation of this information is through the development of After Action Reviews. e. Analyze return on investment (ROI) from all Family Programs marketing and advertising programs, including internet, print, and media programs to identify trends and marketing initiatives that are most effective meeting marketing/ media goals. f. Implement a process that effectively and efficiently tracks and reports the status of the key indicators and that measure progress toward the established goals. g. Provide reports, presentations, briefings, and ideas that capitalize on new and emerging growth and recruiting opportunities for VT Veterans programs. 6. Develop and Manage Advertising Programs and Promotional Support: a. Implement Government approved plan and execute advertising programs that support all special events. b. Explore new methods to more effectively and efficiently market Family Program resources. c. Develop and implement advertising and marketing programs and partnerships that support the mission of the Family Programs Office. This may include development and design of custom artwork to assist branding Family Programs. d. Manage projects and pre-press stages through to actual print and distribution. e. Write press releases for government review and approval of media distribution in relation to Family Program achievements.
