Description
The purpose of this amendment is to extend the response time through 3:00pm EST Friday April 21, 2017. Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E132, Bethesda, MD 20892, UNITED STATES Description National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Clinical Genetics Branch(CGB) plans to procure on a sole source basis services to obtain 27,000 cytology slides made from "discard" Surepath cytology screening specimens from a large population-based cervical screening program that routinely conducts concurrent human papillomavirus (HPV) and cytology screening from Kaiser Foundation Research Institute(KFRI)/Kaiser Permanente Northern California (KPCN), Division of Research, 2000 Broadway, Oakland, CA 94612. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 541990 and the business size standard is $14.0 Millions. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance is twelve (12) months from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. NCI/DCEG/CGB, requires a vendor who can quickly and efficiently create cytology specimens for 27,000 women undergoing routine cervical cancer screening and provide detailed clinical and risk factor history and follow-up. The NCI will obtain and store cytology slides made from "discard" SurePath cytology specimens. These specimens are termed "discard" because they are routinely discarded soon after processing in the laboratory that runs the cervical cancer screening tests. Instead of discarding the cytology specimens, the NCI seeks to have an additional cytology slide made before they are destroyed. After creating the cytology slide, they shall be shipped to an entity designated by NCI for staining and interpretation. Contract requirements The contractor shall perform the following tasks: 1. As specified by the NCI protocol, the Contractor will sequentially identify within their routine laboratory practices 27,000 women. 2. The Contractor will pull the enriched cell pellet specimen stored in 2mL of SurePath preservative fluid from short-term storage prior to the planned discard of cytology specimens for these women. 3. As specified by the NCI protocol, the Contractor will prepare a SurePath slide. Specimens will be appropriately labeled using a randomized non-identifiable study ID. 4. Within three (3) days of collection the Contractor will send all specimen aliquots to the recipient designated by the NCI Contracting Officer's Representative (COR). The Contractor will ship specimens as specified by the NCI protocol. Successful completion of the work for this procurement requires the following qualifications: 1) Extensive experience in initiating HPV and cytology cotesting. 2) Experience integrating healthcare system that routinely conducts HPV-cytology co-testing in a population large enough to yield the required participants. KPNC is already collaborating with NCI on the "Biomarkers for cervical cancer screening from a large prospective cohort." It is important to compare the results of the p16/Ki-67 to other biomarkers measured in this effort. Finally, NCI has another established collaboration with KPNC to collect data on all women screened for cervical cancer at KPNC clinics and the NCI can easily reference back to the entire screening population. Therefore, KPNC is the only vendor that is qualified to conduct the required work. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11:00 AM EST, on April 19, 2017. All responses and questions must be in writing and faxed 240-276-5399 or emailed to Ronette Collins, Contracts Specialist via electronic mail at ronette.collins@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
