- SOURCES SOUGHT NOTICE FOR P222 - DESIGN-BID-BUILD, AIRFIELD SECURITY UPGRADES, MCAS CHERRY POINT, NC Notice Type: Sources Sought Solicitation No: N40085-17-R-8321 Response Date: 2 May 2017 2:00 PM Eastern Time Classification Code: Y1BZ Construction of Other Airfield Structures NAICS Code: 236220 - Commercial and Institutional Building Construction Magnitude of Construction: Between $15,000,000 and $25,000,000 THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible small business firms capable of performing construction services for the following project: P222 - DESIGN-BID-BUILD, AIRFIELD SECURITY UPGRADES, MCAS CHERRY POINT, NC This project is to construct upgrades to the existing airfield security at Marine Corps Air Station Cherry Point. Project will construct 59,585 lineal feet of airfield fencing. Fencing will be seven feet tall of mesh plus three strands of barbed wire. Fencing will include standard fencing, frangible fencing, fencing crossing ditches, and fencing crossing wetland areas. Fencing crossing wetland areas will be four feet tall and include four strands of barbed wire (no mesh). Fencing also includes manual and automatic gates. Fence line clearing will also be required. Project will also include the construction of 45,545 square yards of aggregate patrol access roads. Re-routing existing asphalt roadways will include 6,115 square yards of Marylou Road and 1,740 square yards of 7th Street. Project will demolish and rebuild a 3,003 square foot storage building. Sitework will include relocation of 9,103 square yard concrete storage pad, closing and relocation of a 6,393 square yard concrete hazardous waste storage area, and a 600 square yard fuel truck containment area. Sitework will also include installation of 8,000 square feet of concrete sidewalk, relocation of ten fire hydrants, demolition of 1,000 lineal feet of railroad tracks, and demolition of 5,178 square yards of pavement and slabs. All service-disabled veteran-owned small businesses (SDVOSB), veteran-owned small businesses (VOSB), certified HUB-Zone, certified 8(a), small disadvantaged businesses, women-owned small businesses (WOSB), economically disadvantaged women-owned small businesses (EWOSB), and small businesses are encouraged to respond. Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government ™s best interest. If the resulting solicitation is set aside for small businesses firms, it will include FAR clause 52.219-14, Limitations on Subcontracting, which states that śThe concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. ť This office anticipates award of a contract for these services in September 2017. The North American Industry Classification System (NAICS) Code for this project is 236220, Commercial and Institutional Building Construction, with a small business size standard of $36,500,000. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested SMALL businesses submit to the contracting office a brief capabilities statement package (no more than 15 pages total) demonstrating the ability to perform the requested services. All responses shall include the following: 1. Completed SOURCES SOUGHT “ CONTRACTOR INFORMATION FORM (form attached) that provides information on your company including type of business and bonding. Contractor must be able to demonstrate a per project bonding capability of at least $20 million. Note: If you are submitting as an 8(a) Mentor ProtĂ©gĂ©, please indicate the percentage of work to be performed by the ProtĂ©gĂ©. 2. Completed SOURCES SOUGHT “ PROJECT INFORMATION FORM (form attached) for each of the submitted relevant projects (a maximum of five projects). Ensure that the form is completed in its entirety for each project and limited to two pages per project. Ensure that the description of the project clearly identifies whether the project is new construction or renovation, the square footage and final construction cost, and addresses how the project meets the scope/complexity requirements. Submit a maximum of five (5) relevant construction projects completed in the past five (5) years that best demonstrate your experience on projects that are similar in size, scope, and complexity. A minimum of one (1) relevant site work project AND a minimum of one (1) relevant fencing project shall be submitted. The attached construction experience project data form shall be utilized to demonstrate experience. For purposes of this sources sought, a relevant project is defined as follows: Site Work Experience: Site Work Size: Site work project with a final construction cost of at least $10,000,000 or a project that contains a portion of site work where the site work portion has a final construction cost of at least $10,000,000. Site Work Scope/Complexity: Construction of site improvements including roads, paving, grading, fencing, and mechanical/electrical utilities. Fencing Experience: Fencing Size: Fencing project with a final construction cost of at least $1,000,000 or a project that contains a portion of fencing portion where the fencing portion has a final construction cost of at least $1,000,000. Fencing Scope/Complexity: Construction of a perimeter security fence. Note: For projects where only a portion of the project is being utilized to meet the experience requirements, the project data form shall clearly identify the size and scope/complexity of the portion of the project that meets the Site Work Experience or Fencing Experience requirements. In addition, the same project may be utilized to meet both the Site Work Experience and the Fencing Experience. The Capabilities Statement Package shall not exceed 15 pages and shall ONLY be submitted electronically to Kate Dinneen, katherine.dinneen@navy.mil, and MUST be limited to a 4Mb attachment.
