- DRAFT Impact Study of Magnet Schools Performance Work Statement ***THIS NOTICE IS NOT A REQUEST FOR PROPOSALS**** This synopsis notice is posted in accordance with Federal Acquisition Regulation (FAR) Part 5.203(a). The U.S. Department of Education (Department) anticipates release of a new Fiscal Year 2017 procurement titled "Design and Feasibility of an Impact Study of Magnet Schools" on behalf of the Department's Institute of Education Sciences (IES). The Department intends to develop design options and assess the feasibility of conducting an impact study of magnet schools, particularly those awarded grants in FY 2016 and 2017 through the federal Magnet Schools Assistance Program. If the activities and deliverables under the Base Period of the anticipated contract suggest such an evaluation is feasible, the Department will decide whether to conduct the evaluation via the exercise of two option periods. ANTICIPATED PERIOD OF PERFORMANCE The period of performance of this contract is one, 24-month Base Year, with two (2) Option Periods to be exercised at the discretion of the government. Option Period 1 is anticipated to be 24 months and Option Period 2 is expected to last for 48 months. ANTICIPATED ACQUISITION STRATEGY The Department anticipates releasing the Request for Proposals (RFP) in May 2017. It is also anticipated that the acquisition strategy will be a negotiated, competitive acquisition (open to both small and large businesses) conducted in accordance with FAR Part 15.
