- Synopsis: W9128F-17-R-0051 - On or about 1 May 2017, the Government intends to issue one solicitation for a $1M Indefinite Delivery Requirement contract, Single Award Task Order Contract (SATOC) for Aerial Weed/Vegetation Control Spraying by Helicopter within the boundaries of North Dakota and South Dakota. The solicitation will close two weeks after being issued. The solicitation will be restricted to small businesses with a period of performance of 5 years. Project Description: This requirement requires a licensed helicopter pilot and herbicide applicator to provide aerial weed/vegetation spraying to USACE managed areas in North and South Dakota. Site may include but are not limited to the Bowman-Haley Project located near the City of Bowman, ND; Lake Oahe which stretches from Pierre, South Dakota to Bismarck, North Dakota and Pipestem Project located near Jamestown, ND. The primary goal is to effectively control noxious weeds/invasive species and unwanted vegetation within the USACE managed areas in North and South Dakota without damaging nearby trees and shrubs and minimizing damage to desirable ground vegetation. The Contractor shall provide all labor, tools, transportation, materials, and equipment necessary to chemically control target vegetation as outlined by specific tasks issued by separately priced firm fixed price (FFP) Task Orders (TO). The Contractor will chemically control target vegetation without damaging nearby trees and shrubs and will minimize damage to non-target ground vegetation. Various types of chemical applications may be required. Some areas may require spot treatments, while others may require solid coverage. The Primary North American Industry Classification System (NAICS) code for this solicitation is 115112, Soil Preparation, Planting, and Cultivating, with a size standard for Small Business of $17.5 million dollars. Offerors: Please be advised that an online registration requirement in System for Award Management (SAM) database http://www.sam.gov/ exists and directed solicitation provisions concerning electronic annual Representations and Certifications on SAM. Representations and certifications are required to be up-dated annually as a minimum to keep information current, accurate and complete.
