- Description
- The General Services Administration (GSA) Mid-Atlantic Region intends to solicit proposals for Custodial and Related Services at the Social Security Administration Trust Fund Building in Chambersburg, PA. Services will include but are not limited to custodial, grounds maintenance, pest control and snow removal. The NAICS Code for this procurement is 561720 - Janitorial Services with a small business size standard of $18,000,000.00. Award will be a firm fixed price contract with economic price adjustment. This procurement is set aside for competition among small businesses. Small businesses and all categories of small businesses (women owned, service disabled veteran owned, etc.) are encouraged to participate. This contract will be solicited as a one (1) year contract with four (4) one (1) year option periods for a total potential contract period of five (5) years. As a performance-based contract, the requirements are stated in terms of desired results with associate quality standards. The contract shall consist of two major functional areas: standard services, and above standard services. Custodial services provided by the Contractor are arranged and oversight is provided through one or more of the following entities: GSA's Regional Office, Service Centers, Field Offices, or contracted inspection services. The Contractor shall furnish all personnel, labor, equipment, material, tools, supplies, supervision, management, and services, except as may be expressly set forth as Government furnished, and otherwise do all things necessary, to, or incident to, perform and provide the work efforts. This award will be made utilizing FAR 13 and 15.3 and the Government will make award to the offeror who provides the best overall value to the Government in terms of price and technical merit. Best value procedures incorporating tradeoffs between price and non-price related factors will be utilized. The technical evaluation factors in no particular order of importance are: Prior Experience; Past Performance; and Management Plan. The Government intends to award the contract in the summer of 2017. The Government intends to make award without discussion. Therefore, offerors are requested to submit their initial proposals to the Government on the most favorable terms based on technical and price factors. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The complete solicitation package (including specifications, offer forms, clauses and provisions) will only be available electronically on FedBizOpps. It will be available on or around May 1, 2017. Potential offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. Offerors must be registered in the System for Award Management (SAM) database in order to participate in this procurement. The website for SAM is http://www.sam.gov.
