Description
Contracting Office Address: Department of Health and Human Services, National Institutes of Health (NIH), National Cancer Institute (NCI), Office of Acquisitions, 9609 Medical Center Dr. Room 1E138 MSC 9705 Rockville, MD 20892-9705. Note: This notice follows a Small Business Sources Sought (SBSS) notice that was released on March 30, 2016 under HHS-NIH-NCI-SBSS-PCPSB-5003-74 and a Research and Development Sources Sought (RDSS) notice that was released on April 15, 2016 under HHS-NIH-NCI-RDSS-PCPSB-5003-74. Description: The Surveillance Research Program (SRP) within the Division of Cancer Control and Population Sciences (DCCPS) and the Prevention, Control and Population Sciences Branch (PCPSB) within the Office of Acquisitions (OA), National Cancer Institute, National Institutes of Health, intends to solicit the Surveillance, Epidemiology, and End Results (SEER) Program. The Product Service Code (PSC) is AN11 - Research and Development. The North American Industry Classification System (NAICS) code is 541712 - Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). NCI anticipates awarding multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to Offerors capable of performing all aspects of the work described in the Base Statement of Work (SOW) and meeting the mandatory criteria stated therein. The current SEER Base contracts expire on July 31, 2017 and the final Core Infrastructure Task Orders expire on April 30, 2018. It is anticipated that contracts will be awarded on or around May 1, 2018, for a period of performance of 10 years. The purpose of this acquisition is to obtain the services of population-based central cancer registries to collect and report on population-based cancer incidence, treatment, and survival data. The SEER Program is the NCI's major resource for measuring changes in incidence, morbidity, and mortality associated with cancer. The SEER Program serves three major thrusts of the NCI: cancer control, treatment, and epidemiology. The SEER Program was established in 1973 in response to the National Cancer Act of 1971, which mandated that NCI collect, analyze, and disseminate all data useful in the prevention, diagnosis, and treatment of cancer (Public Law 92-218), Place of Performance: The place of performance will be the Contractor's work site. Set Aside Status: None. Refer to the Mandatory Qualifications Criteria in the SBSS and RDSS notices. Request for Proposal (RFP) N01PC65003-74 will be available on or about May 2, 2017 and re-ceipt of proposals will be due at 4:00PM, Eastern Time on or about July 10, 2017. THIS ACQUISITION IS NOT A SMALL BUSINESS SET-ASIDE. THIS ACQUISITION IS A FULL AND OPEN COMPETITION. The RFP will only be available electronically and must be accessed through the FedBizOpps website (www.fbo.gov) and the National Cancer Institute homepage at http://rcb.cancer.gov/rcb-internet/index.jsp. All information required for submission of a proposal will be contained in the electronic RFP package. It is the Offeror's responsibility to monitor the above websites for the release of this RFP and amendments, if any. All responsible sources may submit a proposal, which shall be considered by the agency. This notice does not commit the Government to award a contract. Offerors will be required to submit their proposals online at the NIH electronic Contract Proposal Submission (eCPS) website (https://ecps.nih.gov/NCI/home/) ONLY. Proposals submitted in hard copy (paper) will not be accepted. Proposals submitted by email will not be accepted. Collect calls will not be accepted. Facsimile transmissions will not be accepted.
