Description
BUDGET ANALYST The U.S. Department of the Treasury's Office of Technical Assistance (OTA) is competitively recruiting an individual to serve as a Budget Analyst. The position will be responsible for coordinating office-wide programmatic and budget processes, including budget formulation, monitoring budget execution, program assessment/performance management, and maintaining summary documents with key information regarding OTA's 100+ technical assistance projects worldwide. The position will report to the Director and the Senior Policy Advisor and will require frequent interaction with program and administrative staff, including Associate Directors of the five technical assistance teams (budget, banking, revenue, economic crimes, and debt) as well as OTA's internal operations team. Responsibilities and Duties: • Coordinate the processes by which OTA formulates and monitors the execution of its budgets for international technical assistance projects. This includes the annual budget formulation process for projects funded by OTA's direct appropriation, known as TIATA, as well as the quarterly TIATA review to monitor budget execution and progress of project implementation. The position will also be responsible for overseeing the development, submission, and execution of interagency agreements and budgets for projects funded by other sources, such as the State Department and USAID. This will require close coordination with the technical assistance teams and OTA's finance staff to ensure that budgets are properly allocated and executed in the financial management system. • Performs complex budget allocation functions while ensuring adherence to federal financial management best practices. • Serves as technical authority on budgetary issues to senior management. Advises senior management on Operations budget and comparison to prior year actuals. Develops operational cash flow projections. • Oversees OTA's financial management and funds control structure and develops new approaches and methodologies to meet emerging budget needs and trends. • Trains new and existing staff on financial management principles, procedures, and tools. • Coordinates all financial management aspects of year-end closing process with other Treasury offices and accounting contacts, including reviewing carry forward apportionment requests, coordinating funding availability between fiscal years, and developing OTA processes to ensure continuity of operations. • Develops and utilizes sophisticated methods for streamlining and consolidating budget and programmatic data in order to report the quarterly status of obligations, expenditures, and program activities to fulfill government-wide and international foreign assistance reporting requirements and standards. Position is also responsible for establishing and maintaining contacts with representatives of other federal agencies focusing on the development and coordination of USG-wide foreign assistance reporting requirements. • Provides ad hoc reporting and analysis on budget, performance management, and programmatic issues. Reviews all external financial reports prepared by Finance staff to ensure accuracy. • Coordinates the work of budget staff by communicating assignments and reviewing work of budget analyst. Qualifications: • BA in business, accounting, finance or public administration or related field required with Masters preferred • 5-7 years in public sector budgeting experience. Experience in developing countries will be viewed positively • Self-starter with ability to work independently • Exceptional analytical and problem solving abilities • Strong knowledge and understanding of budget management systems, the relationship of budget to other financial processes, best practices and a variety of budgeting disciplines such as performance and program budgeting • Proficient in use of personal computers and MS Office Products and general office equipment • Strong communication and interpersonal skills Candidate must be a U.S. citizen. SALARY AND BENEFITS: In accordance with program regulations and based on demonstrated salary history, salaries range from $45.42 to $69.78 per hour. Candidates will need to be eligible to obtain and maintain an appropriate level of security clearance, potentially up to the level of Secret.
