- Subcontractor Consent Form Past Performance Questionnaire Drydock Worksheet Specific Information for Task Order 0001 Task Order 001 Statement of Work General IDIQ Statement of Work Clauses and Provisions Combined Synopsis Solicitation Cover Letter This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is AB-133M-17-RQ-0296, Drydock Services IDIQ for NOAA Ship RAINIER. The solicitation is issued as a Request For Quotation (RFQ), using the procedures in FAR Part 12 and Part 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 (effective 19 January 2017). This acquisition is a total small business set-aside and the associated NAICS code is 336611 and the small business size standard is 1,250 employees. Description of requirements for the items to be acquired are provided in the statements of work for both the base Indefinite-Delivery Indefinite-Quantity (IDIQ) and Task Order 0001. The place of delivery and acceptance and FOB point for all drydock services is the NOAA Ship RAINIER. The dates will vary by task order. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and addenda to the provision is included in Attachment 1, Clauses and Provisions. The provision at 52.212-2, Evaluation -- Commercial Items is used and the specific evaluation criteria to be included per paragraph (a) of that provision are described fully in CAR 1352.213-70 within Attachment 1, Clauses and Provisions, and listed as follows. Technical, Past Performance, and Price. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition and the additional FAR clauses cited in the clause that are applicable to the acquisition are included in the attached Clauses and Provisions document. The Defense Priorities and Allocations System (DPAS) and assigned rating are not applicable. The date, time and place offers are due.
