Description
SOW General Provisions Request for Quote Combined Synopsis/ Solicitation for Commercial Items (IAW FAR 12.603 (c)). (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued. (ii) This solicitation/synopsis reference number is FOX012300980004 NAF Pool Awning and is being issued as a Request for Quote (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 Dated 19 Jan 2017. (iv) This acquisition is full and open competition. The associated NAICS code is 314910 with an 500 EMP size standard. (v) Contractors shall submit a quote for removal of existing Shade System pool awning and install new Shade System ( or equa l) pool Awning 30'X 30' x 8' in accordance with the attached SOW dated 20 Mar 2017. All responsible sources may submit a quote, which shall be considered. (vi) The contractor will be responsible for providing all management, tools, supplies, equipment and labor necessary to remove and install new pool awning. Location of work is at Joint Base Charleston- Naval Weapons Station, South Carolina, 29445. (vii) Work shall be completed by May 23, 2017. ***A site visit will be conducted at New Wave Pool, 1001 Jefferson Ave Bldg 714, Joint Base Charleston-Naval Weapon Station, Goose Creek, SC 29445 at 10:00 AM (EST) on Tuesday, Apr 25, 2017, for any interested parties. All prospective offerors participating in the visit shall meet at the address listed above. All prospective offerors are urged to attend this conference. All attendees SHALL bring a valid ID with them to the site visit. All persons planning to attend the site visit SHALL submit their Full name to A1C Matthew Kennedy Contracting Specialist @ matthew.kennedy.24@us.af.mil or to 2Lt Charles Catungal, Contracting Specialist @ charles.catungal.1@us.af.mil no later than Monday Apr 24, at 12:00pm EST. (viii) NAFI clauses and provisions are incorporated and will remain in full force in any resultant award: (full text of clauses and provisions may be accessed electronically at this website: http://farsite.hill.af.mil ). See the NAFI Provisions at the end of the combined synopsis/solicitation. (ix) FAR 52.212-2, Evaluation - Commercial Items Evaluation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price. The following factors shall be used to evaluate offers in the following relative order of importance: Price - The Government will evaluate the total price of the offer for award purposes. AFFARS 5352.201-9101 OMBUDSMAN (APR 2014) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 <http://www.whitehouse.gov/omb/circulars/a076/a76_rev2003.pdf> competition performance decisions). Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/DRU/AFISRA ombudsman level, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
