- Statement of Work The Naval Air Warfare Center Weapons Division (NAWCWD) China Lake is seeking qualified vendors to provide install, integrate and calibrate RFNest D516 System Upgrade with additional threat nodes capability at the AEA Lab at Point Mugu CA. Additional information is included in Attachment 1, Statement of Work. Delivery/Installation shall be 4-6 months after award. The quotation or Request for Quotation (RFQ) will be posted on the FEDBIZOPPS website at http://www.fbo.gov/ on or about 1 May 2017. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM. TESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER ANY OBLIGATION TO AWARD A CONTACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. BACKGROUND: This is a requirement to upgrade Government owned RFNest D508 unit to RFNest D516. The additional capabilities will allow the Government to have the flexibility to input multiple threat nodes in a single or multi-settings. The RFNest D516 system unit upgrade will apply and service the current unit (RFNest D508) and expandability for AEA Lab and operational testing. Current configuration unit (RFNest D508) has four (4) maximum allowable RFNest nodes, which impedes the Government's ability to tackle multiple threat nodes at given times and test environments. REQUIREMENTS: Refer to the attached Statement of Work (SOW). The contract type will be Firm-Fixed Price (FFP). Required delivery shall be 4 -6 months after award of contract. SUBMISSION DETAILS: Interested business should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages in length, 12 pt font) demonstrating ability to install, integrate and calibrate D516 system upgrade in accordance with attached SOW. This documentation must address at a minimum the following: 1. Title of the SOW you are submitting a capabilities statement to. 2. Company name, Company address, Point-of-Contact (POC) name, phone number, fax number, and e-mail address. 3. In your response, please include Company Size (Small or large according to NAICS and size standard listed). If your Company is a Small Business, specify if you company is or is not each of the following: (a) Service Disable Veteran Owned Small Business (SDVOSB); (b) HUBZone Small Business; (c) 8(a) Concern; (d) Woman Owned Small Business or (d) Economically Disadvantaged Small Business. 4. Prior or current corporate experience fulfilling requirements of similar size and scope within the last three (3) years, include contract number, organization supported, indication of whether served as prime of subcontractor, contract value, Government POC with current telephone number, a brief description of how the contract referenced relates to the [product/services in the SOW. 5. Company profile to include number of employees, annual revenue, office location(s). CAGE code and DUN number. 6. Resources available such as corporate management. 7. Management approach to updating products/services in accordance with SOW. 8. The contractor's technical ability or potential approach to achieving technical ability specified in the SOW. 9. The contractor's approach to upgrading D508 unit to D516 capabilities and meet the required delivery. The capabilities statement package shall be submitted by e-mail to Contract Specialist (CS), Sue Casey at sue.casey@navy.mil no later than 10:00 a.m. Pacific Standard Time (PST) 25 April 2017.
