- This is a Special Notice, the NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to solicit and negotiate a sole source acquisition with only one source, Willard Hotel, DBA The Willard Inter-Continental Hotel. In support of the Chief of Naval Operations international engagement strategy in the Western Hemisphere, OPNAV N52 will host the Annual Latin American (LATAM) Gala. The event will occur Friday, 09 June 2017. A primary mission of US Southern Command is Partner Engagement, which allows us to assist regional militaries in confronting shared challenges while promoting US leadership in the hemisphere. The 32nd Annual LATAM Gala is in line with the 2012 Western Hemisphere Defense Policy that states, The United States will support those activities that promote the ability of multilateral defense institutions to play a stronger role in supporting the system of defense cooperation. The 32nd LATAM Gala will bring together Naval Service civilian leadership, international engagement professionals from OSD, Joint Staff, USN/USMC leadership and other international engagement professionals with senior ranking Latin American military officers and OAS ambassadors. LATAM Gala provides a venue for high level Latin American and United States international engagement professionals to come together to network, enhance, discuss, and embrace their perspectives and experiences in a uniquely Latin American setting. The sustainment and growth of these critical relationships are directly related to U.S. Navy, U.S. Southern Command, and Western Hemisphere Defense policy objectives. The purpose of this order is to provide the venue for the 32nd Annual LATAM Gala to be held on 09 June 2017. Under the resultant contract, Willard Hotel, Inc will provide the venue and catering services as follows: a ballroom capable of comfortably accommodating over 210 people plus support staff; appropriate Security Staff as required for 210 dignitaries, military, and guests; electricity, sound equipment, and microphones; approximately (24x) 6 ™ round tables; approximately (15x) 3 ™x6 ™ rectangular tables; chairs as required; a stage for a 10-15 person band, podium, projectors, and screens as required; approximately a 20 ™x20 ™ dancing area; restroom services; all cleaning services before and after the event as required; a coat check area. Catering for this event shall include: Hors D ™Oeuvres; Salads and Appetizers; Buffet Entrée options; Dessert buffet, coffee service, soft drinks and alcoholic beverages for the event, to be specified at a later date. All necessary personnel to staff the event, all necessary equipment for the meal to include, but not limited to; china, glassware, silverware, platters, napkins, votive candles, and service equipment. Floral and/or centerpiece arrangements will be provided. There will be no optional periods associated with this award. The applicable North American Industry Classification System (NAICS) Code is 721110. This notice is NOT a request for competitive proposals. However, all proposals received within 10 days after date of publication of this synopsis may be considered by the Government. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for the information received in response to this notice.
