- Antenna Components RFI N68335-17-RFI-0238 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This is a sources sought market survey. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not seeking proposals at this time and will not accept unsolicited proposals. There is no RFP available at this time. Any information submitted by respondents to this RFI is strictly voluntary. Responders are advised that the United States Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a RFP is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. A requirement by the Government exists for the fabrication of new antenna components as well as the refurbishment of antenna components to Ready for Issue status in accordance with Naval Air Warfare Center Aircraft Division (NAWCAD) drawing specifications. An anticipated list of parts and the associated drawing numbers is listed in the attachment. Interested parties may request the NAWCAD drawings which are export controlled; therefore, requests for the drawing must be accompanied with a valid and approved DD Form 2345. For DD Form 2345 information, call DLIS in Battle Creek, MI at 800-352-3572 or http://www.dlis.dla.mil/jcp. These requests shall be made to michael.t.miller@navy.mil by 02 May 2017. Each drawing will contain specific instructions for the fabrication and assembly of each component. The list below is a sample of the processes and capabilities required: Metal cutting up to 10 feet; Metal bending; Sandblasting; Painting using the PPG (formerly Ameron) Amerlock 2/PSX700SG paint system; Cadmium (CAD) plating; Silver Plating (including over electroless Nickel (NI); Soldering; Removal of burrs and sharp edges; Drilling holes; Chemical conversion per MIL-C-5541E Class 1A; Riveting; Silver plating; Gold plating; Stenciling using.125 gothic characters and black epoxy enamel; Heat treating; Chemical Conversion/Film; Metal stamping; Crimping; Cable and Connector assembly; and Conducting resistance testing Fabrication and refurbishment must be conducted in accordance with the following standards and specifications: • ASME Y14.100, Engineering Drawing Practices • ASME Y14.24, Types and Applications of Engineering Drawings • ASME Y14.34, Parts Lists, Data Lists, and Index Lists: Associated Lists • ASME Y14.35, Revision of Engineering Drawings and Associated Documents • MIL-C-5541E, Class 1A, Gold/Yellow: Chemical Conversion Coatings on Aluminum And Aluminum Alloys • AMS-QQ-P-416A, Type II, Class 3: Plating, Cadmium (Electrodeposited) • QQ-S-365: Silver Plating, Electrodeposited: General • QQ-S-571: Solder, Electronic (96 to 485 Degrees) • MIL-P-15024E, Type A, Size 5: Plates, Tags, and Bands for Identification of Equipment, General Specification. Some of the part numbers in the attachment will require the fabrication and assembly of subcomponents. The below list contains subcomponent part numbers that will be necessary to assemble the part numbers listed in Table 1 above. The below parts will not be ordered by NAWCAD 4.11.2 separately; they will only be used for assembly of larger parts. Please identify what existing capabilities that meet all or a subset of the processes outlined above that your company has. If you don't already have a capability listed above, how do you intend to meet that requirement?  The description of capabilities can be in the following subsets: Metalwork: • Continuous length restrictions • Metal bending restrictions • Machining Finishing/treatment: • Chemical conversion types and features • Sandblasting capabilities (including size limitations) • Painting Soldering 2. Do you anticipate shipping all items, picking up/delivering, or a combination of both? 3. Do you anticipate the ability to fabricate or refurbish all the items listed in Table 1 within 90-120 days? If not, what lead time do you anticipate for delivery of new or refurbished parts? 4. Please identify your company's small business size standard based on the primary NAICS code of 335999. The small business size standard for this NAICS code is 500 employees. For more information refer to http://www.sba.gov/content/table-smallbusiness- size-standards. Please identify, if your business is categorized as a small business by the SBA, or any of the following subcategories: Small Business (SB) Concern, 8(a), Small Disadvantaged Business (SDB), Woman-Owned Small Business, Historically Underutilized Business Zone (HUBZone), Veteran-Owned Small Business, or a Service-Disabled Veteran-Owned Small Business. 5. Under the current SB recertification regulations, do you anticipate your company remaining a small business, under the primary NAICS code? If you are a SB please answer questions 5a & b. (a) What percentage of this requirement do you plan to perform in house (not sub-contract out)? Also indicate (with supporting rationale) if/how your company would be compliant given the restrictions identified in the Defense Authorization Bill 2013, which states that at least 50 percent of the total contract cost will be performed by the small business prime contractor or small business similar situated entities. (b) If you are a small business, does your company have adequate resources, financial or otherwise, to perform the requirement? 6. Please provide any other pertinent information.
