- Joint Medical Device Cybersecurity Assessment Vendor Questionnaire Request for Information Draft Performance Work Statement The U.S. Army Medical Command (MEDCOM), Health Care Readiness Contracting Office (HRCO), has developed this Request for Information (RFI) to solicit market research information from industry to assist the Government with analysis of market availability for testing for the detection of antigen and antibody of Human Immunodeficiency Viruses (HIV) testing. The testing is 4th generation HIV and is reported using Current Procedural Terminology (CPT) code 87389. The Government is interested in the capability of industry to provide a large number of testing estimated at a quantity of 800,000 tests per year with a 24 hour turn-around time (TAT) for results from receipt of specimen. Due to military readiness requirements, the estimated quantities may fluctuate as much as 10-15% on monthly basis, and respondents should include their ability to accommodate these surges while still maintaining the aforementioned TAT. The Government's requirements will also necessitate processing of residual serum from testing for frozen shipment to the DoD Serum Repository. Additionally, the DoD has initiated implementation of a new Commercial Off The Shelf Electronic Medical Record (i.e., Cerner). This will require support for electronic interfaces to both the current EMR (e.g., Composite Health Care System), and the new EMR throughout the life of the contract. This will also necessitate compliance with DoD's Information Assurance requirements codified within the Risk Management Framework (RMF) which replaced the legacy Certification and Accreditation processes (e.g., DIACAP). Respondents should include in their response the ability to meet the aforementioned requirements as well as complete the attached Joint Medical Device Cybersecurity Assessment Vendor Questionnaire. Interested vendors are reminded the Performance Work Statement (PWS) posted is a draft. This is a REQUEST FOR INFORMATION ONLY; it is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication that HRCO will contract for the items contained in the RFI. This RFI is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. In accordance with FAR 15.201(e), responses to this RFI are strictly voluntary and the Government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the result of the review. This RFI does not restrict the Government acquisition approach on a future Solicitation. Responses to this RFI should be submitted electronically to each of the Points of Contacts listed below.
