- The purpose of this update is to notify Interested Industry Partners that Amendment 0005 to W58RGZ-16-R-0100, TAIS solicitation is available and will be released via the AMRDEC SAFE Site. Amendment 0005 provides the update to the questions posed to this RFP and Government's responses as of 18 April 2017. (See Section J, Attachment 0022, TAIS-Solicitation-Questions-Responses-18APR17). Impacted Sections of the solicitation are Section H, Section I, Section J, and Section L. Amendment 0002 provides clarification regarding the deadline for the submission of questions for W58RGZ-16-R-0100 to the Government. Impacted sections of the solicitation are Narratives A0001 and L0001. ----------------------Information below the line was previously published------------------------------------------------------------------------------------------------------------------ Due to system issues with FBO.gov, the solicitation and associated attachments cannot be released through this government point of entry. As a result, Amendment 0001 to W58RGZ-16-R-0100 extends the due date of proposals to 4:30 pm CST on 16 May 2017. The TAIS Solicitation and associated attachments are available through the AMRDEC SAFE site by request to brian.t.sanders.civ@mail.mil AND angela.d.hodges2.civ@mail.mil. Requests shall include the name of their company, along with the name / email address / phone number of their facility security officer(FSO). The software Technical Data Package (TDP) and other attachments (marked Distribution C) previously published during the DRAFT RFP phase are an attachment to the solicitation. There are no changes to the previously published TDP. Vendors who have not previously submitted a request and obtained access to the TDP shall request access as follows: (a) Send approved DD 2345 via email with the request for TDP access to brian.t.sanders.civ@mail.mil AND angela.d.hodges2.civ@mail.mil; OR (b) The contractor must be registered in the Joint Certification Program (JCP). The JCP certification establishes the eligibility of a United States (U.S.) or Canadian contractor to receive technical data governed, in the U.S., by http://jitc.fhu.disa.mil/jitc_dri/pdfs/d523025p.pdf and, in Canada, by the http://laws-lois.justice.gc.ca/eng/regulations/SOR-86-345 (Technical Data Control Regulations). Certification is required for U.S. or Canadian contractors who wish to obtain access to unclassified technical data disclosing militarily critical technology with military or space application that is under the control of, or in the possession of the U.S. Department Of Defense (DOD) or the Canadian Department of National Defence (DND). There are no associated fees related to the assignment or maintenance of certification numbers. Contractors must submit a DD Form 2345 (available at https://www.logisticsinformationservice.dla.mil/jcp/Default.aspx) to the United States (U.S.)/Canada Joint Certification Office, along with a copy of: (a) The company's State/Provincial License (b) Incorporation Certificate (c) Sales Tax Identification Form (d) Any other documentation that verifies the legitimacy of the company. The contractor must send its completed form, by mail or courier, to the address indicated at the top of the DD Form 2345: U.S./Canada Joint Certification Office, DLA Logistics Information Service - VBA Federal Center, 74 Washington Ave., North Battle Creek, MI USA 49037-3084. An original signature is required on the DD 2345 therefore, fax or email copies are not acceptable. Times for processing DD Form 2345 applications fluctuate depending on delivery method to the JCP office and the volume of applications received. Processing applications may take longer during peak periods. The complexity of routine verifications and checks may lead to delays especially if there are problems with the application, e.g. incomplete or incorrect information.
