Description
Notice of Intent to Award under Limited Sources Special Notice Number: VA701-17-N-0123 This notice of intent is not a request for competitive proposals IAW FAR 8.405-6(a)(1)(i)(B) Limiting Sources. A determination by the government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Department of Veteran Affairs, Program Contracting Activity Central (PCAC) intends to solicit and negotiate directly with Northrop Grumman 15010 Conference Center Drive, Chantilly VA 20151 for the procurement of services in support of the implementation of the Electronic Employee Performance Appraisal (ePM) application, Project Management and Support Services. DESCRIPTION OF REQUIREMENT: The purpose of this acquisition is for award of a Federal Supply Schedule contract Task Order to Northrop Grumman (NG) on GSA Schedule GS-35F-4506G. Northrop Grumman will provide the ePM application and ePM licenses at no cost to the government for approximately 25,000 VA employees. NG shall provide project management for the implementation of the ePM application. NG shall also provide all technical performance plan and workflow configuration to include development and implementation of Proficiency Report forms (VA Forms 10-2623 and 10-2623a), SES performance forms (VA Form 3482) and all necessary changes to existing performance plans (VA From 3482e and VA Form 0750), libraries and workflows to comply with VA, VHA and OPM performance management standards. The Pilot will automate performance forms, complete required workflows, and upload final performance packages into the eOPF for rating officials and their employees in all performance cycles. At the conclusion of this PWS, the following VA-specific performance programs will be fully automated, to include: SES Performance Appraisal Form (VA Form 3482). Title 38 Proficiency Report Forms (VA Form 10-2623 and 10-2623a). ECF Performance Appraisal Form (VA Form 3482e). Title 5 and Hybrid Title 38 Performance Form (VA Form 0750) for bargaining unit and non-bargaining employees. Specifically, the Pilot will achieve the following: Implementation of a workflow to handle reconsideration requests to include the uploading of reconsideration documentation as an attachment. The ability to append a completed summary rating to a final rating so they can be incorporated into a single document and uploaded to the eOPF. The ability to transmit special and summary ratings outside of the normal performance cycle. Continued Integration with HCSS s WebHR portal to support single sign-on. Enhanced reporting capabilities that will allow VA to measure specific performance against organizational goals and standards. Maintenance and configuration of established VA data elements through a data view, as defined and coordinated with the VHA Leadership and Workforce Development (VHALWD) system; Continued user interface (UI) enhancements that incorporate user modeling, section 508 compliance and process flow for ease of application interaction and usability. Workflow notifications to conform to union requirements regarding performance plan issuance and modifications during the performance year. Creation of real-time reports to enable HR staff and managers quick overview of employee performance plan status to meet established performance timelines and reporting requirements. Continued library enhancements to support the administration, management and location of standards in local libraries. The ability to create performance plans within the ePM application, to view performance information as applied to all of VA s performance forms and to route the performance plan through VA-specific workflows; Transfer of the appropriate final rating and supporting data elements to the VHA Leadership and Workforce Development system, through a data view. The ability to transmit VA s performance form packages into the employee s eOPF. This notice of intent is not a request for competitive proposals.
