Description
THE SOLICITATION FOR THIS PROJECT WILL BE POSTED ON OR ABOUT MAY 3, 2017. DESCRIPTION: The Starkey Experimental Forest and Range located on the Wallowa-Whitman National Forest outside of La Grande, OR is in need of big game fence construction & maintenance. The Starkey Experimental Forest and Range is a 40 square mile enclosure for big game research. The fence is high tensile 8 foot fencing, utilizing both treated wooden posts and steel t-posts. The perimeter fence is approximately 26 miles long and was constructed in 1989. Interior fences vary in length. The fencing is nearly 30 years old and many of the treated wooden posts have failed. The project is to replace, repair or construct fencing as needed per individual Task Order. The original postholes were drilled into fractured basalt with a track mounted well drilling rig with a 10" bit. The intent is to issue a single source requirements IDIQ for 5 years, capped at $1,000,000, with Task Orders being issued for work requiring either construction or maintenance activities. Contractor shall have experience working in varied terrain, fractured basalt, and big game fence construction. This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the Federal Biobased Products Preferred Procurement Program (FB4P).
