Description
Title of Project: NAMA 151073 - Washington Monument Visitor Screening Facility with Washington Monument Elevator Modernization, National Mall & Memorial Parks, Washington, DC GENERAL: The National Park Service (NPS), Department of Interior (DOI), Denver Service Center (DSC), is soliciting proposals on an UNRESTRICTED COMPETITIVE basis from all interested businesses having the capability to perform the work described below. The solicitation will be issued electronically on the Federal Business Opportunities website at www.fedbizopps.gov. Proposal documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. Please Note: Paper copies of the solicitation will not be made available. Vendors can search for opportunities and award history on www.fbo.gov without registering. The Federal Business Opportunities (www.fbo.gov) website has an Interested Vendors List and a Watchlist where you can add your company's interest. Registering provides the opportunity to receive notifications; this is a tool of convenience only and does not serve as a guarantee of notification. Interested vendors and plan holders are required to visit the website periodically to check for amendments and other changes to the synopsis or solicitation documents. Prospective offerors desiring to conduct business with the DOI are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov. You are also required to have a DUNS number in order to conduct business with the Federal Government. This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or after the date listed below. Proposed Solicitation Issue Date: Estimated May, 2017. The NAICS Code for this requirement is 236220 "Commercial and Institutional Building Construction". Description: The Government plans to solicit for, and award, a contract to construct a new visitor screening facility and rehabilitate the elevator at the Washington Monument on the National Mall in Washington D.C. The work will be performed within and immediately adjacent to historically significant features of the Monument, requiring resource protection for both interior and exterior work. All construction work must be performed in a manner that provides the greatest benefit to this highly significant, visible and prominent site. Project work will include demolition of the existing temporary Visitor Screening Facility (roughly 450 SF) that is currently located against the base of the Washington Monument and the construction of a new Visitor Screening Facility (roughly 1,000 SF). The new facility will be constructed of a custom glazed exterior envelope, with ballistic and blast protections, and a series of interior partitions arranged to facilitate the screening process for the Monument. The new facility, located on the east side of the Monument, will accommodate a required security screening station and all related security equipment. The new facility will include heavy steel construction and concrete foundation work, along with a small underground mechanical room (roughly 500 SF). Heating and air conditioning for the visitor screening will be provided by a geothermal (ground source) heat pump system. This system will require up to 12 geothermal wells depending on the depth of the wells and will be located on the grounds to the north of the Monument. Due to the Washington Monument's national significance, securing the construction site and security screening for employees and construction deliveries will be required. The project also includes the repair, upgrade and modernization of the Washington Monument Elevator to include removal of out-of-date system components from the 1997 upgrade, and installation of new system components. New system components will include, but not be limited to, control system, cab door equipment and operators, buffer switch and leveling unit indicator, cab top lighting, remote control system at 0-foot level, compensation and hoist ropes, elevator inspection key switch, electrical and power wiring and connections, machine room ventilation, cab ventilation, elevator/cab phone/communications, elevator/cab operator options, and elevator machine room access/ladder. Implementing a comprehensive work schedule, incorporating the work of the Visitor Screening Facility and the work of the Elevator Rehabilitation, to minimize the closure of the Monument to the shortest possible construction duration is critical. Substantial completion of the project should be no later than January 2019. The new work for the elevator will also include 1-year of elevator system maintenance that will begin upon final inspection and acceptance of the work. Type of Procurement: It is anticipated that a negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The government will consider an offeror's technical capability in comparison to its price. NOTE - CONTRACT AWARD IS SUBJECT TO AVAILABILITY OF FUNDING Estimated Price Range: $8 million - $12 million Estimated Period of Performance: August 2017 - December Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents A pre-proposal meeting will be posted and date/location will be noted in the solicitation.
