Description
Heavy Equipment Procurement Program (HEPP) The intent of this solicitation is to issue Multiple Indefinite Delivery/R equirements Contracts for Commercial-type Fire and Rescue Vehicles used by the U.S. Military and other Federal Government Agencies within the Contiguous United States, Alaska, Hawaii, the outlying areas and throughout Europe, Africa and the Pacific. Awards will be made to responsible offerors who take no exception to the terms and conditions of the solicitation, meet all solicitation requirements and whose prices are determined to be fair and reasonable. This method of contracting is intended to provide broad, flexible, efficient, long term contracts to provide maximum coverage for Fire and Rescue Vehicles with comprehensive equipment support. Contracts will be awarded to individual contractors for their product line of Fire and Rescue Vehicles. Product lines can include but not be limited to: •· Rescue vehicles, Brush and Wildland; Tankers, Pumpers, Aerials •· Command vehicles; Bomb squad vehicles; Hazmat vehicles; Glider kits; •· All-terrain "emergency" vehicles DLA Troop Support will award one contract per manufacturer's product(s) or product line. Duplicate awards for identical manufacturer's products/product lines will not be made. Customer requirements for Fire and Rescue Vehicles will be competed amongst all contract holders and each contract holder will be afforded a fair opportunity to submit quotations in response to request for quotations. The solicitation will be issued on an unrestricted basis and the resulting contracts will be fixed-price with economic price adjustments. The contracts will be for a term of five-years (no options). The solicitation will be open continuously with early consideration for offers received by the initial closing date which will be thirty days after the solicitation issue date. Offers received by the initial closing date will be the only offers included in the initial evaluation process. New offers may be submitted at any time after the initial closing date but prior to the final closing date. The final closing date will be four (4) years after the initial closing date. Only proposals for manufacturer's product(s) or product lines that are not on a contract resulting from this solicitation will be evaluated after the initial closing date. All subsequent proposals for duplicate manufacturer's products/products lines will be sent back to the offeror(s) unevaluated. Proposals received after the initial closing date will be retrieved from the Business Opportunities Office on a weekly basis The solicitation issue date is projected for the beginning of May 2017. The projected early consideration closing date is thirty days after issuance of the solicitation. Proposals will not be accepted in response to this notice. The required delivery schedule is between 30/365 days. Awards are anticipated to begin in September 2017. The total estimated aggregate value for the proposed five-year contracts will be $404,167,775.63. The contracts will have an aggregate maximum limitation value of $687,085,218.56. The resulting contracts will not include any guaranteed minimum purchase requirements. Large business concerns must submit a Small Business Subcontracting Plan with their proposal. This acquisition is subject to the Trade Agreements Act and clause DFARS 252.225-7021 will be included in the solicitation. All offers must be in the English language and in U.S. dollars. All proposals must include a hard copy of a completed solicitation with base list price(s), discount(s), and delivery schedule for all proposed items. Offerors responding to the solicitation must submit their proposal to the Business Opportunities Office (BOO) address referenced in the solicitation. This agency will consider proposals submitted by all responsible sources. To obtain a copy of the solicitation from the DLA Internet Bid Board System, use Internet site https://www.dibbs.bsm.dla.mil/. The solicitation will be posted on the referenced website no sooner than 05/04/17 and will remain open for thirty calendar days.
