- This notice provides notification of award of Contract Number: GS-03-P-17-CD-C-0002, for the Design/Build FBI CRC Project. Contract GS-03-P-17-CD-C-0002 is issued against Solicitation Number: GS-03P-15-DX-C-0032, as shown below: Continuing a legacy of outstanding public architecture that was initiated with the founding of the nation, the General Services Administration (GSA) Public Buildings Service (PBS) seeks to commission our nation's most talented architects, landscape architects, interior designers, engineers, and construction professionals to design and construct federal buildings of outstanding quality and value. These projects are to demonstrate the value of true integrated design that balances aesthetics, cost, constructability, durability, and reliability; create environmentally responsible and superior workplaces for civilian Federal employees; and give contemporary form and meaning to our democratic values. In this context, GSA intends to announce an opportunity for Design and Construction Excellence in public architecture for performance of Architectural-Engineering Design and Construction services in accordance with GSA quality standards and requirements. As required by law, all facilities shall meet Federal energy goals, security requirements, and achieve at least a LEED Gold certification. GSA, in collaboration with its clients, stakeholders, and Design Builder intends to build a new Federal Building in Frederick County, VA. The facility's design will be appropriate to the context of the site and history while responding to organizational culture and values. The proposed FBI Central Records Complex (CRC) facility is unique in its mission as the central repository for FBI official records. Construction and Architectural/Engineering (A/E) services are required for the design and construction of the new Central Records Complex (CRC). This new project will provide a state-of-the-art records storage operation and information technology center that enables the FBI to effectively maintain and retrieve 120-miles of official records using an automated storage and retrieval system (AS/RS). The facility will accomplish FBI's objective to comply with the National Archives and Records Administration (NARA) records storage facility requirements. The CRC will provide FBI the technology necessary to manage its records at a centralized location, digitize records on demand, and provide its stakeholders timely response to requests for information in accordance with its mission responsibilities. The facility will also house up to 446 employees in support of the records management in Class A office space. "Class A" buildings are designed for good appearance, comfort and convenience as well as the element of prestige. GSA seeks to deliver site development, design and new construction of up to 256,425 gross square foot facility and an estimated 427 surface parking spaces. The proposed facilities include office space, a records storage building with operational support areas (for records handling and digitization), visitor screening center and secure service areas. The facility will be constructed on a site purchased by GSA. The CRC shall be served by robust energy efficient mechanical and electrical systems that will be sustainable and provide a high degree of resiliency in accordance with GSA PBS P100 Facility Standards. Special requirements include NARA Records Storage Facility Standards, an integrated AS/RS with enhanced fire protection and foundation specifications, 24/7/365 facility operations, and Level IV ISC security. The infrastructure of the facility will be designed to optimize the implementation of the ASRS equipment and technology. A Design/Build project delivery method will be utilized. The Design/Build firm shall provide design and construction services for the project in accordance with the Government's project requirements, budget, schedule, performance objectives, scope of services, and other requirements provided herein. Design/Build services may include, but are not limited to the following: 1. Pre-design/programming/interior design. 2. Site investigations (geotechnical surveys and analyses, topographical and boundary surveys). 3. Architectural and Engineering Design. 4. Material handling & logistics design and integration services for Automated Storage and Retrieval System (AS/RS), and conveyance. 5. Security system design. 6. Sustainable and energy savings design. 7. Construction Services. 8. Related consulting services for review of existing documentation (program of requirements), concept design documents, design development documents, material handling and logistics integration (AS/RS), construction documents, specifications, cost estimates, value engineering services, computer-aided design and drafting (CADD), implementation of BIM (Building Information Modeling) integrated design technologies, construction administration services (submittal review, on-site inspections, etc.), field quality control and commissioning assistance, and post-construction contract services (PCCS), including as-built documentation, for the new federal records complex and related systems including AS/RS, parking, and site and utility infrastructure development. 9. Post Occupancy Services including warranty, operations and maintenance (O&M) for overall site, facility and AS/RS material handling systems. Services under this procurement fall under NAICS Code 236220, Commercial and Institutional Building Construction. The small business size standard is $36.5 million in average annual revenues. Design/Build services will be procured following the GSA Office of the Chief Architect (OCA) Design Excellence Program with full and open competition. Under a single contract, the design-build contractor will be required to complete the design for the facility and the AS/RS based upon the requirements set forth in the Program of Requirement (POR). A detailed technical Program of Requirements (POR) will be provided in the Phase 2 solicitation for development of a concept design by each offeror for evaluation. Following Government approval of the design, the contractor will be required to provide all labor, materials, equipment, supervision and management to construct the facility on the designated site. This project is to be awarded as a firm fixed price contract. The estimated total design-build project cost is between $100,000,000 and $150,000,000. Award will be made to the firm offering the best value to the Government in terms of price and technical merit. This procurement is being solicited on an unrestricted basis under full and open competition.
