- Pre-Solicitation Notice The NAVSUP Fleet Logistics Center (FLC) San Diego, Contracting Department intends to solicit a Single Award, Indefinite Delivery Indefinite Quantity (IDIQ) Cost-Plus-Fixed-Fee (CPFF) contract with the flexibility to issue Cost-Plus-Fixed-Fee and Firm-Fixed-Price at task orders level. The work effort for this requirement is to provide a non-personal service to develop and deliver Global Peace Operations Initiative (GPOI) programs at various places around the world. The scope of work includes the following tasks: conducting and delivering educational and training programs, supporting students in implementing exercises, case studies and workshops as well as provide multi-media support for GPOI programs. The requisition will be conducted under FAR 15 Contracting by Negotiation. As such, FAR Part 12 Acquisition of Commercial Items will not be used. The period of performance will be for one base year and 2 one-year options. The applicable NAICS code is 611710 Educational Support Service, Standard Size $15 Million. This procurement will be unrestricted. The complete solicitation: N00244-17-R-0010 will be available on or about 04 May 2017. By submitting an offer, the contractor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and confirmation requirements via Internet at https://sam.gov.
