- Acting Financial and Administrative Management Office (FAMO Director/Controller) SOLICITATION NUMBER: SOL-169-17-000008 ISSUANCE DATE: 04/21/2017 CLOSING DATE/TIME: 05/20/2017 SUBJECT: Solicitation for U.S. Personal Services Contractor (USPSC) Dear Prospective Offerors: The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking offers from qualified persons to provide personal services under contract as described in this solicitation. Offers must be in accordance with Attachment 1, Sections I through V of this solicitation. Incomplete or unsigned offers will not be considered. CLOSING DATE/TIME FOR RECEIPT OF OFFERS : 05/20/2017 COB Serbia/Belgrade time 4. POSITION TITLE: Acting Financial and Administrative Management Office (FAMO Director/Controller) 5. MARKET VALUE: $ 103,672 - $ 134,776 equivalent to GS-15. Final compensation will be negotiated within the listed market value. Salaries over and above the top of the pay range will not be entertained or negotiated. 6. PERIOD OF PERFORMANCE: 11 months. Level of effort is full time (40 hours per week). Estimated contract start date is June/July 2017. 7. PLACE OF PERFORMANCE: USAID/Serbia (Belgrade) 8. SECURITY LEVEL REQUIRED: Secret 9. STATEMENT OF DUTIES: 1.General Statement of Purpose of the Contract: The position will be supervised by the USAID/Serbia Mission Director. However, the incumbent is expected to work with a high degree of independence and must be able to establish priorities, adhere to and meet established deadlines, and perform responsibilities and duties with minimal guidance and little or no follow up. Work produced by the incumbent is considered authoritative. S/he must be proactive and self-directed. 2.Statement of Duties to be performed: The FAMO Director supervises the Financial Unit which is responsible for all financial management operations including budgeting, accounting, financial analysis, financial and progress reporting, and audit liaison in Serbia. The FAMO Director also oversees services that the Financial Unit provides to the Middle East Regional Platform (MERP) and its serviced clients: processing accounts receivable and accounts payable; performance of monthly reconciliations; budgeting and accounting support; and providing ad hoc accounting services as mutually agreed to. a)Serves as liaison with USAID staff, representatives of the technical offices, on matters of mutual interest, including development of specific financial reports, annual budget submission, approval and allocation of program and operating expense resources. b)Develops and appraises budgetary requirements for the area of responsibility. Reviews budget submission for compliance with Agency policy and guidelines. c)Participates with USAID personnel to review operations at the project level to assure compliance with Agency guidelines on budgeting and implementation of projects. d)Reviews and advises on host country and other recipients' financial management systems to assure accountability for USAID funds. e)Analyzes Mission management requirements and develops administrative and technical support budgets. Directs the administration of current support budgets, insuring prompt obligation of established object class funding. The FAMO Director also supervises the Executive Unit which is responsible for overseeing and managing logistical and administrative support services for Serbia. The Executive Unit is in charge of programmatic procurements, human resources administration (including awards and training), travel, IT and communications and records management. Together with the Financial Unit, the Executive Unit develops and executes the OE budget and oversees ICASS services. The Executive Unit is also responsible for maintaining a state-of-the-art local area network (LAN). a)Oversees appropriate internal Mission management systems and policies. Insures that appropriate Mission Orders are published and maintained throughout the Mission. Plans and directs continuous evaluation of the organization, staffing and services to the Mission to ensure maximum utilization of material and human resources. b)Oversees the personnel management program for American and Foreign Service National employees. Advises on manpower development, employee relations, and employee benefits. Participates with U.S. Embassy and other U.S. agencies in local wage surveys and other joint personnel policies and operations. c)Represents the Mission in developing and administering ICASS agreements and budgets with the Embassy, assuring that the Mission receives the type and levels of support for which reimbursement is made. d)Acts as the Mission's primary liaison with Embassy personnel on ICASS issues that affect USAID staff. Through the Executive Unit, provides oversight of ICASS services provided to USAID including leasing, warehousing, motor pool, maintenance of residences and office space, management of non-expendable and expendable property. Oversees Executive Unit activities in personnel, communications and records and travel. e)Develops, interprets, and assures implementation of administrative management policies, regulations and procedures and maintains a constant awareness of and assures compliance with cooperating country statutory or regulatory requirements affecting administrative management of the Mission and its employees. f)Responsible for the training of the Financial and Administrative Management Office staff in performing their duties and responsibilities in full compliance with Mission and AID/W procedures and regulations. g)Responsible for IT system operations and security. Serves as Mission Information Systems Security Officer. 3.Supervisory Relationship: The USPSC will supervise USAID Serbia Financial and Executive Unit staff. He/she may be required to facilitate high level meetings, lead teams, etc. 4.Supervisory Controls The USPSC will report to the USAID/Serbia Mission Director. The contractor is an expert in his/her field and thus largely independently carries out assigned work. 10. AREA OF CONSIDERATION: U.S. Citizens 11. Education: (10 points) Master's degree in finance or business administration or equivalent degree required. 2. Previous Experience: (30 points) - At least 15 years of progressively responsible work in a USG Controller Office is required, which should include experience in accounting and finance with international organizations, managing a financial operation and overseeing financial activities including financial analysis, and payments. - Served as an Authorized Certifying Officer (ACO) for payments. - Experience working directly with government and donor representatives in planning and programming. - Experience assessing risks of using host country financial management systems and developing risk mitigation strategies. - At least 10 years of experience in supervising, coaching, and/or training staff. 3. Knowledge: (35 points) - Advanced knowledge and understanding of professional accounting principles, theories, practices and terminology as well as the principles and accepted practices of governmental and business financial accounting, budgeting, reporting and administrative management is required. - Advanced understanding of USAID or other USG agency project planning and implementation procedures and of USG organization and operation in general, with an emphasis on working through host country systems. - Advanced knowledge of USAID Financial and Administrative Management policies, regulations and procedures is required. 4. Skills and Abilities: (25 points) -Must possess a high level of managerial, analytical and decision making skills to lead and provide services to a wide range of clients. - Ability to carry out assigned duties efficiently and independently. - Must possess the ability to work under high pressure with tight deadlines. - Must have excellent interpersonal skills. - Ability to obtain USAID Security Clearance at secret level. - Ability to obtain Medical Clearance. - Fluency in spoken and written English. III. USAID reserves the right to interview only the highest ranked applicants in person or by phone OR not to interview any candidate. After the closing date for receipt of applications, a committee will be convened to review applications and evaluate them in accordance with the evaluation criteria. Applications from candidates which do not meet the required selection criteria will not be scored. Only shortlisted applicants will be contacted. As part of the selection process, the short listed candidates may be interviewed either in person or by telephone at USAID's discretion. Reference checks will be conducted only for applicants considered as finalists. If an applicant does not wish USAID to contact a current employer for a reference check, this should be stated in the applicant's cover letter, and USAID will delay such reference check pending communication with the applicant. Only finalists will be contacted by USAID with respect to their applications. The final selected candidates must obtain at least a Secret Security Clearance level and medical clearance within a reasonable period of time (USAID will provide details regarding these requirements to the selected candidate). A substantial delay in obtaining either the medical clearance or background check may make the applicant ineligible for selection. IV.
