Page 2 of 3 Coatesville Veterans Affairs Medical Center (CVAMC) Building 58 Food Preparation Ceiling The Coatesville Veterans Affairs Medical Center (CVAMC), 1400 Blackhorse Hill Road, Coatesville, PA intends to issue a solicitation for construction of a new acoustic ceiling in Building 58 Food Preparation Room. General Scope of Work: Work to be performed during regular hours, 7:00 AM to 4:00 PM, Monday Friday, unless authorized by CVAMC. Any disruption of to the facility must be coordinated through the aforementioned management. Suitable 120 voltage electric line will be supplied by CVAMC personnel. CVAMC personnel will need to enter the area one-hour, three times a day (before meals), to charge the batteries on the meal carts within this work space. CVAMC employees will not need to be present during charging. Contractor shall comply with this requirement and cover the carts with appropriate plastic during the charging process. Contracting Officer Representative (COR) will be made aware of any schedule change by CVAMC. Contractors shall be fully briefed by the COR on the importance of tool safety where applicable to patient care. Contractor shall provide all tools, materials, equipment and supervision to perform the job. Contractor shall provide manufacturers material description sheets prior to starting construction. No construction shall begin until all materials are approved by the COR. All material and works are to be American with Disabilities Act (ADA) compliant. All debris shall be removed from site and recycled at contractor s expense. Any construction damage incurred because of installation shall be the responsibility of the contractor to include drywall and finishing. Types and weights of the removed debris shall be recorded and sent to the COR. All techniques and standards to achieve Infection Control Risk Assessment (ICRA) standards shall be complied with to include: Continuous HEPA filter exhaust of the space with the appropriate sized device(s) for the amount of square foot of work area and to be exhausted outside and away from walkways. 10 mil zippered ICRA barrier rated entry doors. Seal all penetrations leading external of the space. Frequently change unserviceable walk-off mats at the exit Cover all immobile equipment (refrigerator) to prevent dust infiltration yet allow full function of the condensing units. If at any time during the construction something is uncovered that poses a risk to safety or function in any facet of the CVAMC, the contractor shall cease production and notify the COR and shall not proceed until authorized in writing by the Contracting Officer. Specifications: Install eighteen (18) 2 x4 (or 2 x2 ) LED troffer lights with acrylic face appropriate for food preparation. Whips not to exceed 6. Return old lights to VA. Ensure lumens are equivalent to 4 x 40 watt fluorescent bulbs. Fixtures must be in compliance for food preparation areas. Modify 14 upright sprinklers to function with ceiling with new pendant type with escutcheons to comply with NFPA regulations. Return old sprinkler heads to VA. Make appropriate ductwork modifications to function with acoustic ceiling times two supply ducts. Install approximately 2500 square feet of new acoustic ceiling with 2 x4 (or 2 x2 ) lay-in tiles appropriate for food preparation IAW US Department of Agriculture/Food Safety Inspection Services (USDA/FSIS) regulations with specified grid to hold the additional weight. Ceiling grid is to be independently supported as to not be suspended from other mechanicals. Raise one piece of conduit to 99 AFL to match drain level at the pipe chase. The remainder of the ceiling will have a 9 AFL to accommodate additional mechanicals. Ceiling must be complete throughout as to not allow any dust migration. Cut top of security screening to around entire perimeter to accommodate a 99 AFL finished ceiling. Ensure full function of rolling gates. Finish off the top off the screen with the existing metal stock or similar. Rolling items will be removed by CVAMC personnel and remaining items will be wrapped in plastic as to not inhibit their function i.e. refrigeration, food carts, transformer. Wifi router will be mounted on finished ceiling as will appropriate fire sensing devices and others. All penetrations through ceiling will be sealed and in compliance with National Fire Protection Administration (NFPA) standards for kitchen/food preparation areas. The Solicitation documents and drawing will be available for download from the website https://www.fbo.gov on or about April 26, 2017. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Government will not provide paper copies of the solicitation. Bidders shall be responsible for downloading the solicitation package, drawings, and subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. It is essential that interested parties register on the bidders mailing list at https://www.fbo.gov, "Interested Vendor List". Individual copies of the Bidder's Mailing List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the IFB will be posted to the website and bidders are advised it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. The only pre-bid site visit will be held on May 10, 2017 and will be conducted with potential bidders in order to visually compare existing room with future project, visually confirm appliances and materials to be used in comparison with existing appliances and materials in order to avoid mistaken installation practices. The referenced materials listed will be cited and confirmed on site with all perspective bidders. Bidders will receive a briefing on parking, facilities, and patient safety prior to submitting a bid in the event that the bid will be affected by hospital procedures. The exact date/time/location of the Site Visit will be specified in the solicitation. Note: All prospective bidders shall be registered and certified in VETBIZ as a Certified SDVOSB in order to be considered for award (Class Deviation VAAR 804.1102 VIP Database). This acquisition is being issued in accordance with FAR Part 13 Simplified Acquisition Procedures. In accordance with VAAR 836.204, the magnitude of this construction project is between $25,000 and $100,000. The maximum time for completion of the project is sixty (60) days after receipt of Notice to Proceed. Set-Aside Information: This opportunity is available only to Service-Disabled Veteran Owned Small Businesses. The bidder shall be small business under relevant North American Industrial Classification Standard (NAICS) code and shall be registered and current in the following websites: www.sam.gov and www.vetbiz.gov. Bidders shall ensure registrations in these websites are not expired and are correct, current and valid. The NAICS code for this project is 238390 Other Building Finishing Contractors and the small business size standard $15 Million.
