- BLRI - OPERATING POINT OF SALE TERMINALS THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND NOT A REQUEST FOR PROPOSALS. SUBJECT: Intermountain Advantage Group, Cash Register Programming & Software Support The National Park Service intends to solicit a proposal and enter into a contract with Intermountain Advantage Group (IAG) 7205 E. Southern Ave. Suite 112 Mesa, AZ 85209 under the authority of FAR 13.106-1(b). Intent of the NPS is to establish a purchase order using firm fixed prices for software updates to the existing Datasym 6000 series cash registers located at all NPS Blue Ridge Parkway campgrounds (currently 8) and at headquarters for processing fee payments. These registers for approximately the same amount of time have relied on proprietary programming and maintenance supplied by Intermountain Advantage Group (IAG). Since 2014, IAG has supplied additional connection services to remotely access, program and operate these registers connected to a proprietary server for fee sales analysis and program audits. Since 2013, the national NPS Fee program has been developing an internal fee and sales management software program that is designed specifically to operate on new model cash registers. As of 2017 this new system is not yet available to all parks though its wider release for general use is reportedly closer and a potential for 2018. The new registers that we will need to purchase to run this new program operate only on network connectivity (as opposed to phone line connectivity). The Parkway still has three of our eight campgrounds that operate off of phone line connectivity and two others with network connectivity that is of such poor quality and consistency that registers cannot be routinely accessed for data transfers. Due to the proprietary status of our current register programming and connectivity across 400+ miles of Parkway, IAG is the sole source available to maintain our operational status for the 2017 camping season. This contract for service will provide for the single on-site visit to enable all connectivity systems as well as simultaneous register programming at nine collection points along the Parkway. The standing service agreement will provide for ongoing trouble shooting and maintenance of our fee collection data, equipment and connections through the end of 2017. The required services are to receive software updates for mobile data terminal systems. This is a one-time update. The government shall ensure that their equipment is serviceable and has the ability to receive the updates. No solicitation document exists and no telephone inquiries will be accepted. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Determination not to compete this proposed procurement was based on IAG being the only provider that can provide this update and service. No contract award will be made on this basis of proposals, or quotations received in response to this notice; however any firm that believes they have capabilities to provide this service may give written notification to the Contracting Officer at ryan_pike@nps.gov. All comments received before 4:30 pm ET April 24, 2017 will be considered All information submitted should support the offeror ¿s capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror ¿s bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. The Government reserves the right to cancel the Sole Source Award.
