It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this Sources Sought Notice. Any information provided by businesses to the Government is strictly voluntary. The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this Sources Sought Notice. Contact with other than 502 CONS Government personnel by potential offerors or their employees regarding this project are prohibited. The purpose of this notice is to publicize a potential acquisition. This acquisition is to issue six (6) unrestricted Blanket Purchase Agreements (BPAs) for Military Working Dogs (MWDs) in support of TSA and the 341 TRS located at Joint Base San Antonio Lackland, in accordance with the draft Statement of Work (SOW), dated 21 April 2014. The contractor shall perform to the standards in this SOW and shall comply with all federal, state, and local environmental laws, rules, and regulations. The 502d Contracting Squadron anticipates issuing ordering six-hundred (600) TSA dogs and four-hundred (400) DoD dogs annually or fifty (50) TSA dogs and fourty (40) DoD dogs monthly. The solicitation and subsequent amendments will be publicized through the Federal Business Opportunities (FedBizOpps or FBO) website at www.fbo.gov. Contractors are solely responsible for monitoring Federal Business Opportunities to obtain the solicitation and any subsequent amendments. Paper and/or electronic mail copies of the solicitation and any subsequent amendments will not be provided under any circumstances. Prospective offerors must be registered with the System for Award Management (SAM). This acquisition is subject to the availability of funds. Interested sources should respond to the questions presented within this announcement in order to facilitate the Government's market research efforts. The Government will analyze all responses and determine the business strategy for this acquisition. The Government does not intend to rank submittals. Any questions relating to this announcement must be submitted in writing, via email ONLY, to the Contracting Specialist listed below. The submission should address all questions in the sources sought questionnaire below along with a capabilities statement outlining your firm's ability to perform the requirement.
