- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Code Management Association (ECCMA) for a Government membership. The Smart Manufacturing Initiative of the NIST Engineering Laboratory (EL) has project milestones to perform standards and measurement work in the areas of integration architectures, interoperability standards, and key performance indicators (KPI) at the Manufacturing Operations Management (MOM) level. This work has been, is being, and is planned to be conducted in partnership with the Electronic Commerce Code Management Association (ECCMA), the administrator for the U.S. Technical Advisory Group (TAG) to the ISO Technical Committee184 (Automation systems and integration) and the Subcommittees 4 (Industrial Data) and 5 (Interoperability, integration, and architectures for enterprise systems and automation applications). Through its membership, NIST will have access to all working documents related to the ISO standards developed by the committees as well as all liaison reports. Members are eligible for nomination as U.S. experts to international ISO committee meetings and may review, comment and vote on all standards under development. The standards developed within ISO TC 184 and its subcommittees SC 4 and SC 5 are critical to the programmatic goals of the Engineering Laboratory. The ISO TC184 SC5 is an appropriate group to perform the KPI work, since it is developing the only international standard on KPIs for MOM. The ECCMA has various costs, including corporate taxes, office equipment and rental, administrative staff salary/benefits, and web site maintenance costs, which are all provided by membership dues. The work of the ISO TC184 SC4 and SC5 Subcommittees is key to the success of current EL projects within the Smart Manufacturing Program. Sole source determination is based on the need to renew a Government membership to ECCMA (Electronic Commerce Code Management Association) for a base year plus three (3) one year options, because they are the only US liaison to both ISO TC184 SC4 and SC5, and to participate as a voting member in the SC4 and SC5 standards development committees and working groups, a membership is required. *****The North American Industry Classification System (NAICS) code for this acquisition is 813920- Professional Organizations, with a size standard of $15M. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice.
