- NOTICE OF INTENT TO SOLE SOURCE: Under the authority of 41 U.S.C. 3304(a)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, therefore the Department of Veterans Affairs, Great Lakes Acquisition Center, intends to award a Sole Source contract to EXP US Services Inc. of Chicago, Illinois. The Department of Veterans Affairs has a need for a Contractor to provide all personnel, labor, equipment, tools, materials, vehicles, supervision, management and other items and services necessary to Replace the Relay Switches and to analyzed equipment failures at the at Jesse Brown VA Medical Center (JBVA), Chicago Westside Energy Center (CWEC), Chicago, Illinois, to determine if failures were caused by human error, problem system interactions, test procedure inadequacies, equipment malfunction, or another cause and to provide corrective actions in association with the Department of Veterans Affairs, Jesse Brown VA Medical Center Project Number 537-14-110 Replace Bldg. 21 Switchgear. The Contractor shall have the primary task of insuring the protective relays switch during a normal power loss, Bldg. 18, is to keep the Generator, ESG, running so that it can be quickly synchronized and reconnected to the main switchgear in Bldg. 21 allowing the rest of the power system to continue and comply with regulatory requirements without adversely affecting the operation of the hospital or the well-being of the patients. Additional task are to verify the infrastructure s ability to withstand those power transfers that will occur when utility power is lost, and to not put at risk any personals during utility power outages or internally caused normal power outages. This Notice of Intent is not a request for competitive proposals. If anyone has information that refutes the Government's intent, please submit concerns to the Contracting Officer at claude.humphrey@va.gov No Later than Friday, March 28, 2017.
