- Manchester Fuel Department (MFD) has requested FLC Puget Sound procure services to overhaul the Yard Oiler Navy 322(YON 322)and options for YON 315 to inspect and replace zinc anodes or perform overhaul for YON 315. YON 322 and 315 are located at the main fuel pier at Manchester Fuel Department, Manchester, WA. The contractor will be responsible for arranging towing and providing transportation insurance to and from the contractor ™s facility for YON 322. Contractor is to perform the following work: Dock, wash, and clean exterior surfaces of the vessel upon docking. Replace zinc anodes on hull / Skegs. Accomplish preservation to Underwater Hull, Freeboard, Main deck, Deck house, Cargo piping and all deck fittings. Remove and replace Non-skid located Main deck, Deck house top and Cargo deck. Remove, clean and install Rubber fenders. Modify existing Cofferdam and Scupper drains. Accomplish Ultrasonic test measurement and visual inspection of the hull, Main deck, Cargo deck and Deck house top. Open, Clean, Pump and maintain clean and dry each tank/void. Inspect tanks/voids for defects. Replace Navigational lights with new LED light fixtures. Remove existing and replace with new electrical conductors and hardware from distribution box to each Navigational light fixture to include; conduit, junction boxes and mounting hardware. Replace valves. Replace Audible alarms located top of Deck house. Install Bird Spikes located top of Deck house. Replace Solar Panel Pivot mount. Perform Preliminary Air test of Tanks/voids/Steel Fendering and Skegs. Accomplish a final closure inspection of each tank/void upon completion of all work installing new gaskets and fasteners. Perform Final Air Test of Tanks/voids/Steel Fendering and Skegs. Accomplish repair, replace gaskets, and adjust watertight hatches and doors. Accomplish Cargo Pump Diesel and Diesel generator maintenance and repair. The estimated period of performance is 1 July 2017 through 1 September 2017. YON 315 overhaul is contingent on the availability of funds. This requirement will contain two options for YON 315. Option one will cover inspection of the hull and replacement of zinc anodes at Manchester Fuel Depot during the period of performance of 1 September 2017 through 15 November 2017. This option will apply if additional funds are not available. Option two is for the YON 315 which is located at the main fuel pier at Manchester Fuel Department, Manchester, WA. The contractor will be responsible for arranging towing and providing transportation insurance. The contractor will be required to provide the following services; hull and deck thickness surveys; hull coating repairs on the fuel tanks, interior and exterior of the vessel; maintenance and repair on the pump diesel driver, right angle drive and the cargo pump; and, various inspection and reporting requirements. The estimated period of performance is 1 September 2017 through 15 November 2017. This option will apply if additional funds are available. This requirement will be a 100 percent small business set-aside to be procured using procedures for acquisition of commercial services under FAR parts 12 and 13.5.
