Documentation of Award In accordance with FAR 13.106-3, the following is the basis for: "Contracting Officer's Award Decision" Solicitation No.: AG-63PX-S-17-0006 Supply/Service: Houghton, MI Janitorial Services Contract/PO No.: AG-63PX-P-17-0062 Awarded To: DAVID J BASTIAN Per FAR 13.106-3, prior to establishment of an award, the contracting officer must determine that the proposed price(s) is/are fair and reasonable. Whenever possible, base price reasonableness on competitive quotations or offers. However, when this is not possible, the determination may be based on market research; comparison of the proposed price with prices found reasonable on previous purchases; current price lists, catalogs, or advertisements; a comparison with similar items in a related industry; value analysis; personal knowledge of the item being purchased; comparison to an independent Government estimate; or any other reasonable basis. (1) Award is based on Open Market buying reasonableness thru the use of Electronic Commerce. (2) Award is determined reasonable based on: (i) _X__ Market Research: RFQ posted to FedBizOpps.Gov (ii) _X_ Comparison of the proposed price with prices found reasonable on previous purchases. (iii) ___ Current price lists, catalogs, or advertisements. (iv) __ A comparison with similar items in a related industry (v) ___ The contracting officer's personal knowledge of item being purchased: (vi) _X__ Comparison to an independent Government estimate: ATTACHED (vii) __ Other reasonable basis: Best value is a process used in competitive contracting to select the most advantageous offer by evaluating and comparing factors in addition to cost or price. The best value approach gives the flexibility to consider innovative or individualized solutions to meet performance specifications and allows the source selection authority to exercise business judgment through a cost/technical tradeoff process. In general, the best value evaluation process includes three steps. First, each quote is evaluated on the basis of technical or other non-cost factors specified in the solicitation against pre-established evaluation criteria, and each quote's evaluated cost. Second, any required discussions are conducted with the offerors, the quotes are compared against each other and if necessary, a cost/technical tradeoff is performed. Third, the contract is awarded to the offeror providing the most advantageous alternative to the Government consistent with the solicitation evaluation criteria. This means that the lowest cost offer may not be the most advantageous to the Government. For this fixed price contract, the best value evaluation is simply a price/cost analysis made by comparing the offered prices to ensure that a contract price would be fair and reasonable. A cost realism analysis review of the quotes involved determining whether the amount of resources (labor and material) proposed is consistent with the demands of the work which will actually be required. Price comparisons made with survey of competitive quotes received thru FedBizOpps.Gov. North Country Cleaning quote offers the Government lowest cost of offers received. An informal analysis of prices or examination of the market indicates that the North Country Cleaning price is better than prices available in the market. North Country Cleaning has the unique knowledge and special capabilities needed for this project as being incumbent vendor. The past performance record of North Country Cleaning has been outstanding, they have vast experience in this area, proposed personnel are extraordinarily qualified, and the offeror proposes a price that is most advantageous.
