- Notice of Intent to Sole Source: VA701-17-Q-0127 Reprotox Subscription Introduction: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) intends to issue a sole source contract to Reproductive Toxicology Center for a human reproductive and development clinical online database to be utilized across the VA. Justification: The Veterans Affairs (VA) and Veterans Health Administration (VHA) requires continuation of the Reprotox online database to provide up to date information on potential medication and environmental hazards to both human reproduction and development. This service is the only known resource to cover both male and female fertility, pregnancy, lactation, and neonatal development. It contains clinical, experimental animal and in vitro studies to include more than 5,000 agents and exposures. This service is frequently updated and contains summaries of the scientific literature in the area of reproductive toxicology. At this time, there is no solicitation. If your company feels it can provide the requirements of the service, please review the requirements below and provide a capability statement. Background: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) requires existing commercial off the shelf (COTS), web-based, online database to ensure the health and safety of men and women when it comes to their reproductive needs and concerns. Access to reproductive healthcare knowledge based resources across the VHA system is critical in improving clinical decision making when it comes to these important issues. Currently, the VA utilizes Reprotox services on an institution wide basis. The VA s goal is to maintain uniform availability of high quality access to human reproductive and development resources throughout their system. Submittal Information: As stated above, this is an Intent to Sole Source. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government. Responses to this notice are due on or before May 3rd, 2017 to Clayton Smith via email at Clayton.Smith2@va.gov, and Anthony Wilson at Anthony.Wilson3@va.gov. All responses must include the following information: Company name, Cage code, CCR number, Dun & Bradstreet number, Company address, Point of contact name, Phone number, Fax number, GSA contract (if applicable) and email. The subject line for correspondence should clearly display: VA701-17-Q-0127.
