Description
RFQ W912P9-17-Q-1005, Combined Synopsis/Solicitation Request for Quote This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this requirement is W912P9-17-Q-1005 and is hereby issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 dated 19 Jan 2017. This requirement is being solicited as small business set-aside competition. The North American Industry Classification System Code (NAICS) is 324199, All Other Petroleum and Coal Products with a Small Business Size Standard of 500 employees. The basis of award will be Firm Fixed Price. Additionally, offerors must quote on all items to be eligible for award. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation. The following factors will be used to evaluate offers: 1. IAW (In accordance with) 33 C.F.R. Part 154 - Facilities Transferring Oil or Hazardous Material in Bulk offeror mobile facilities must be approved by USCG (US Coast Guard). http://law.justia.com/cfr/title33/33-2.0.1.5.22.html. 2. Letter of Intent. (a) The facility operator of any facility to which this part applies must submit a letter of intent to operate a facility or to conduct mobile facility operations to the COTP not less than 60 days before the intended operations unless a shorter period is allowed by the COTP. Previously submitted letters of intent need not be resubmitted. 3. Facility examinations. (a) The facility operator shall allow the Coast Guard, at any time, to make any examination and shall perform, upon request, any test to determine compliance with this part and part 156, as applicable. The facility operator shall conduct all required testing of facility equipment in a manner acceptable to the Coast Guard. 4. The Captain of the Port (U.S. Coast Guard officer commanding a Captain of the Port Zone) must receive a letter of intent and have access to the facility for examination in order for it to transfer fuel. **TO VIEW RFQ W912P9-17-Q-1005, COMBINED SYNOPSIS/SOLICITATION IN ITS ENTIRETY - PLEASE SEE ATTACHMENT.
