- NAVSUP Fleet Logistics Center (NFLC) Norfolk Contracting Department, Philadelphia Office intends to solicit on a 100% small business set-aside basis for genealogy research services in support of the Navy POW/MIA Branch, Millington TN. These services are to identify living maternal and paternal relatives and family members, who by law, can direct disposition of remains as requested by the Department of the Navy for unaccounted-for Navy service members from past wars and conflicts (WWII through Desert Storm). The product of the search will include a limited family tree to demonstrate relationship to the unaccounted-for Navy service member, the current address, current phone numbers, and all research documentation developed during the genealogy search. It is the Government ™s intention to process this procurement on a competitive basis. It is the Government ™s intention to issue a Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract in accordance with FAR 13.5 (SAP-CI) procedures. The ordering period for this contract will be 60 months. The Period of Performance of each task order will be 12 months. Interested vendors will be asked to submit cost and technical quotes and will be evaluated on a best value basis with technical more important than price. The applicable NAICS code is 561611 and size standard is $20.5 million. Upon its release, solicitation N0018917RZ053 will be issued electronically and be available for downloading at the NECO Website: http://www.neco.navy.mil. The closing date for the receipt of offers will be set forth in the RFQ. The solicitation will be posted on or about 21 April 2017. Paper copies, faxed copies, or e-mail copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFQ and any amendments that may be issued. The Government will not pay for the information received. By submission of an offer, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management, (SAM), database prior to award. Lack of registration in the SAM database will make a contractor ineligible for award.
