This is a Sources Sought (SS) Notice only, not a solicitation announcement and should not be considered as such. There is no solicitation available at this time. The Government will not pay for any information received in response to this SS, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This SS does not constitute a commitment by the Government. Any information provided in response to this market survey will be used for informational purposes only and will not be released. Vendor participation is not a promise of future business with the Government. The purpose of this SS is to conduct Market Research to gain knowledge of potential qualified sources and their size classification (service disabled veteran owned small business, veteran owned small business hub zone, 8(a), small, small disadvantage, or large business) relative to NAICS Code 339112 (size standard of 1000 Employees). The Department of Veterans Affairs, Network Contracting Office 10, is conducting market research to determine if there is a sufficient number of certified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Hubzone Small Businesses, Woman Owned Small Businesses or 8(a) firms capable of performing the requirements to warrant a set-aside. The Department of Veterans Affairs (VA) is seeking potential sources capable of providing Vascular Micro Surgical instrumentation for the Department of Veterans Affairs, VISN 10 Veterans Affairs Medical Centers located in Cleveland, OH. Sources should have the capabilities to provide an upgrade to our current Vascular Micro Surgical Instrumentation that is currently past life expectancy and is starting to break. The VAMC Cleveland currently utilizes Scanlan Titanium Microvascular Surgical Instrumentation to meet this requirement. After multiple years of trialing instrumentation, Vascular Surgeons Require Surgical Titanium Microvascular needle holders that can hold suture from a size of 5-0 down to a size of 8-0 without movement of the needle when suturing highly friable tissue in patients with late stage vascular disease. At the operative field, Surgeons require instrumentation that will not rip and tear tissue when handling vascular structure, also instrumentation that will not cause perforation of the tissue due to needle movement within the instrument. Below is a list of salient characteristics required: Salient Characteristics: ALL SURGICAL INSTRUMENTS OFFERED MUST BE MADE OF SURGICAL GRADE STAINLESS STEEL (A MINIMUM AISI GRADE 410/410x) OR TITANIUM (A MINIMUM GRADE OF Ti-6AL-4V /Grade 5 or Ti-6AL-4V ELI /Grade 23.   ALL STEEL MUST BE FORGED IN A EUROPEAN NATION (BELGIUM, SWISS, GERMANY) OR THE UNITED STATES. ALL SURGICAL INSTRUMENTS OFFERED MUST BE ASSEMBLED IN A EUROPEAN NATION (BELGIUM, SWISS, GERMANY) OR THE UNITED STATES. ALL SURGICAL INSTRUMENTS MUST BE FREE FROM DEFECTS IN MATERIALS AND WORKMANSHIP FOR   A MINIMUM OF 5 YEARS NEEDLEHOLDERS MUST BE NON-MAGNETIC TITANIUM FORCEPS MUST OFFER A SECURE HOLD OF TISSUE WITHOUT SLIPPING SHALL MEET ALL DIMENSION AND LENGTH REQUIREMENTS AS SPECIFIED IN EACH INDIVUAL ITEM DESCRIPTIONS. Contractor shall also comply with any other federal, state, and local laws applicable to the industry. Potential sources must demonstrate experience and knowledge of required Instrumentation manufacturing or distributing of an experienced and knowledgeable manufacturer and capability to provide such services.
